Responsibilities
1. Projects Oversight: Support the Program Manager in monitoring the implementation of all projects, ensuring that project coordinators are following the approved work plans, and taking corrective actions as necessary.
2. Quality Assurance: Ensure that projects implementation and deliverables adhere to quality standards, with a focus on meeting commitments made to donors and stakeholders, and in strict accordance with relevant policies
3. Budget Management: Support the Program Manager to track program and project budgets and expenditures, preparing forecasts, and coordinate closely with the finance department to ensure accurate allocation and reporting of expenditures.
4. Workplans and Timelines: In close cooperation with the Area Manager and the project coordinators, assist the Program Manager in maintaining and updating project work plans, allocating and distributing resources, and planning corrective measures and adjustments when necessary.
5. Compliance: Ensure that all project activities are in compliance with relevant policies and regulations of FCA, as stipulated in funding agreements with donors, including accountability, communication, visibility, and other relevant policies.
6. Agreement Management: In close cooperation with the Grants advisor and FCA operational departments, Support the Program Manager in periodically revising funding agreements with donors, monitoring programmatic and operational commitments and terms, and ensuring that funding agreement terms and conditions are met in a timely manner.
7. Planning Support: Support the Program Manager in project planning and action plan development, risk analysis, forecasts, and projections at the program and project levels.
8. Reporting: In close cooperation with the Senior Accountability and Reporting Officer, Support the Program Manager in revising all interim and final narrative reports, comparing them with progress in the field and project logframes, ensuring content coherence and accuracy on all levels, and sharing comments, feedback, or consultations with the Program Manager regarding the received reports.
9. MEAL Processes: Collaborate with MEAL officers to track and improve monitoring and evaluation processes for projects, conduct random checks on MEAL entries and documentation, compare them with actual progress in the field, and provide advice on ways to improve standards and efficiency of relevant processes and MEAL tools.
10. Accountability: In close cooperation with the Senior Accountability and Reporting Officer and project coordinators, assist the Program Manager in ensuring all accountability tools and practices are carried out in the field according to plans, and that reported issues are resolved according to policy. Collect and report accurate accountability information.
11. Senior Reporting Collaboration: Work closely with the Senior Reporting and Accountability Officer to provide necessary data and information for reporting.
12. Coordination and Laison with the field: Support the Program Manager in providing liaison with field offices and facilitating any field mission.
13. Procurement and Logistics Coordination: support the Program Manager in coordinating with the security, procurement, and logistics department to ensure that all procurement and logistics needs of the program and projects are met appropriately and in a timely manner, maintaining compliance with relevant policies and regulations.
14. Perform any other tasks based on delegation by the Program Manager.

Qualifications
• Bachelor's degree in Humanitarian, Social, or Political Studies or a relevant field.
• Five years of professional experience in humanitarian/development programming in Syria
• At least two years of experience as a manager of multiple projects or at a program management level.
• Excellent understanding of humaniterian and early recovery landscape int eh country
• Excellent understanding of humaniterian coordination mechanisms and representation
• Excellent communication skills in English language
• Experience in program development and working with partnerships.
• Ability to interact effectively with staff members from diverse cultures, backgrounds, and departments.
• Excellent team player
• In-depth understanding of the Syria humanitarian context, particularly in sectors related to Education, Early Recovery and Livelihood, Shelter/NFI, as well as knowledge of cash distribution modalities, disability inclusion, and climate change thematic areas.

Specific Vacancy Requirements
• Stay updated on different sector priorities, funding trends, needs of populations in different areas, IDPs movements, severity scales.
• Attend sector meetings and replace Program Manager in other representation meetings as requested.
• Deputize the Program Manager in any task/tasks upon request, or during his absence or leave.
