Responsibilities
The Programme Manager Work and Enterprise will lead the overall strategic direction, management, coordination, and reporting of Work and Enterprise Programme portfolio theme at AKF Syria. The role will involve: providing technical support and ensuring quality assurance of all the work and enterprise projects and/or components; managing the overall planning, implementation, monitoring, evaluation, and reporting of all the work and enterprise programme portfolio; and leading the technical design, development of work and enterprise concept notes and project proposals. The incumbent will report directly to the programs director.
ROLES AND RESPONSIBILITIES:
- Lead on technical design, theory of change, technical contents of Work and Enterprise related project proposals, concept notes and framing documents.
- Ensure new funding opportunities are leveraged to advance priority initiatives, in coordination with AKF Syria leadership and Global Programme Team (GPT) colleagues.
- In coordination with technical leads and Monitoring Evaluation Research and Learning Unit, develop and or update the projects log frames, and performance measurement framework (PMFs).
- In coordination with Partnerships unit, identify new funding opportunities, plan proposal development, and provide timely technical inputs and content into concepts and proposals.
- In coordination with Partnerships and Finance units, develop cost-effective budgets, and provide programmatic and technical inputs during the budget development.
- Work closely with other Programme Manager of AKF Syria to develop cross-sectoral concept notes and project proposals to integrate work and enterprise where relevant within ECD, Education, Agriculture and Food Security, Climate Resilience, and Civil Society.
- Coordinate with relevant AKF Global Programme Team (GPT) members and incorporate their technical feedback, advice and inputs in proposals and concept notes.
- Support emerging work and enterprise priorities, such as the Virtual Accelerate (VA), Bytes4Future (B4F) to invest in youth and entrepreneurship and enterprise development; Co-working spaces development to provide quality services and amenities to businesses and create local business community; youth competencies for the future of work, including via Youth Entrepreneurship and Employable Skills program; and value chain development (VCD) in priority sectors.
- Build integration of work and enterprise interventions across other areas of AKF work, including with agriculture and food security, climate resilience, education and early childhood development.
- Coordinate the development of work and enterprise theme-related projects’ Annual Work Plans (AWP), ensuring alignment with grant agreements, donor-approved project documents and budgets.
- Conduct monthly monitoring of projects’ implementation progress and budget spending.
- Lead and support project teams in developing and maintaining regular updates on the projects level risks management matrix.
- In coordination with AKF MERL and GPT, set the annual work and enterprise programme targets for AKF Syria and provide quarterly and annual progress information about the actuals against the targets.
- Ensure that gender equality and women’s empowerment (GEWE), safeguarding, and environmental protection are mainstreamed and adequately considered in projects planning, implementation, monitoring, evaluation, and reporting.
- Provide leadership support and mentorship to direct supervisees as relevant to develop and foster competencies and leadership in roles.
- In coordination with HR support the staff recruitment and capacity development.
- Coordinate with MERL and projects team to ensure that each project has an adequate and timely updated monitoring and evaluation plan and is effectively, and timely implemented.
- Support MERL in maintaining the programme level accurate data and information management system.
- Review and provide inputs and feedback on TORs for projects assessment and evaluation, reports produced by MERL or external evaluators.
- Document and share work and enterprise programme level best practices and lessons, including through AKF Connect and the Learning Hub.
- Regularly learn and stay abreast of work and enterprise trends and best practices to enhance programme management capabilities.
- Conduct regular field monitoring visits to projects sites, provide de-briefing and share monitoring findings, and recommendations.
- Lead periodic work and enterprise reflection exercises to distill lessons for future programming.
- Actively participate in work and enterprise community of practice.
- Enhanced collaboration and partnership with AKDN agencies (FMFB, AKAH, AKHS) and other like-minded institutions in the economic domain.
- Effectively represent AKF and AKDN in external, sectorial, and thematic working groups, and coordination meetings at national level on work and enterprise theme.
- In coordination with the Partnership and Communication team, develop high-quality communication materials including case studies, success stories, factsheets, photography, video materials/films on work and enterprise programme and disseminate through relevant and approved channels.
- Support partnerships team in donor communications and reporting.
- In coordination with Partnerships, Grant, and Finance units, support Project Coordinators in the development of high-quality donor reports.

Qualifications
- Education: A bachelor's degree in Business Administration, Economics, Project Management, or a related field. A master's degree in a relevant field is preferred.
- Experience: A minimum of 5 years of experience in program management or project management, with a proven track record of successfully managing complex projects and programmes in the field of work and enterprise development.
- Knowledge: In-depth knowledge of programme management methodologies, tools, and techniques.
- Leadership skills: Strong leadership and team management skills, with the ability to motivate and inspire teams to achieve programme objectives.
- Communication skills: Excellent communication skills, both verbal and written in English and Arabic languages, with the ability to effectively communicate with stakeholders at all levels, and develop project concept notes and proposals.
- Problem-solving skills: Strong analytical and problem-solving skills, with the ability to identify issues and develop effective solutions.
- Stakeholder management: Proven experience in managing relationships with various stakeholders, including, partnernd internal teams.
- Technical proficiency: Proficiency in the development, review, and analysis of business models and plans
- Adaptability: Ability to work in a challenging and fast-paced environment and adapt to changing priorities and requirements.
- Strategic thinking: Ability to think strategically and align program objectives with organizational goals.
- Budget management: Experience in budget development, planning, and financial management for programmes or projects
