Responsibilities
- Monitors developments in the PHC context and assesses humanitarian health needs to support relevant health interventions.
- Participates in defining health strategies and objectives at the delegation level, contributing to the budget and ensuring effective Results Based Management for PHC.
- Focuses on three key areas: Quality of care, Continuum of health care, and People-centered approach as per ICRC health strategy.
- Supports health teams in sub-delegations (SDs) with the development and implementation of PHC programs, providing technical advice for field-level monitoring.
- Ensures regular communication and coordination between the health team in Damascus and SDs.
- Promotes an integrated approach with other health programs and relevant ICRC departments.
- Enhances collaboration between health actors, particularly SARC and Ministry of Health(MoH), to ensure quality care and continuity.
- Represents ICRC PHC activities to national authorities in coordination with health co/deputy health co
- Supervises all PHC programs supported by the ICRC in cooperation with SARC, and assess situations requiring ICRC health support, and reports in a timely manner.
- Supervises all PHC programs supported by the ICRC in cooperation with the Ministry of Health (MoH).

Qualifications
- Bachelor’s degree in medicine or nursing.
- Advanced degree in an area relevant to the project (e.g. master’s in public health) a strong asset.
- Very Good in English (written and oral).
- People management experience is a strong asset.
- Previous health project/program management experience.
- Typically, 10 years overall prior professional experience, particularly in the area of public health and/or healthcare management.
- Proven professional experience related to PHC program.
- Extensive national and international experience relevant to ICRC PHC projects.
