Responsibilities
ROLE PURPOSE:
The Head of Treasury and Financial Compliance will be supporting setting and developing the financial management of Syria CO/ FOs and supporting the Finance Director in area of treasury & reporting, staff recruitment with a particular focus on providing excellent financial business partnering services to ESMT, field managers and budget holders. He/she will also be responsible for ensuring best in class financial management both at the CO and field offices level – including leadership in respect to capacity building; establishing and implementing efficient & effective processes; improving and ensuring compliance with internal control systems. The Head of Treasury and Financial Compliance will be supporting CO and FOs in Financial setup, treasury tasks and will provide the primary financial inputs into all aspects of Treasury & Accounting for the Syria Country Office. This includes providing key support for overall Treasury and accounting management as well as assisting in the implementation of finance policies, procedures, and systems.
He/she will be providing technical support to Financial Accounting team including taxation and better KPI management.

KEY AREAS OF ACCOUNTABILITY:
1. Financial Reporting & Documentation
- Direct the month-end accounting close process, including amortization, account reconciliation, and ensuring the accuracy and completeness of ledgers and journal batches for both the country office and field offices.
- Prepare and present monthly financial reports and any other required reporting to Regional Office and Centre Office in a precise and timely manner, ensuring transparency and accountability.
- Conduct daily reviews of the Trial balance, promptly resolving issues in Balance sheet accounts to maintain financial integrity.
- Monitor and track pending items in the balance sheet, ensuring timely communication and resolution for necessary entries.
2. Cash Management & Monitoring
- Supervise Cash Management processes, ensuring sufficient cash flow to support program operations across the country’s office and field offices.
- Maintain close coordination with field and CO finance focal persons, ensuring efficient and compliant cash management practices.
- Develop and maintain a comprehensive schedule for monitoring and support to the Area offices, ensuring adherence to financial policies and procedures.
3. Audit & Compliance
- Lead audit processes within the assigned location, proactively liaising with relevant units to ensure thorough and compliant audits.
- Provide comprehensive support to area offices, ensuring they operate efficient accounting systems and maintain compliance with organizational standards.
- Ensure appropriate levels of supporting documentation for all financial transactions, retaining them in a proper and organized manner to facilitate audits and reviews.
4. Staff Leadership, Mentorship, and Development
- Ensure appropriate staffing and efficient effective organisation design within the Treasury and Compliance team.
- Ensure that staff understand and are empowered to perform their role especially the Treasury and Compliance team.
- Manage team; define expectations, provide leadership and technical support as needed, and evaluate direct reports regularly.
- Recruitment, training, and professional development of team as part of the wider staff development strategy.
- Performance Management :
- Effective use of the Performance Management System including the establishment of clear, measureable objectives; ongoing feedback; periodic reviews; and fair and unbiased evaluations;
- Coaching, mentoring and other developmental opportunities;
- Recognition and rewards for outstanding performance;
- Documentation of performance that is less than satisfactory, with appropriate performance improvements/ work plans

QUALIFICATIONS
- BA Degree in Finance and Accounting, Business Administration, or other relevant discipline.
- Chartered Accountant (CPA, ACMA, ACA, and ACCA) strongly recommended.
