Responsibilities
Team management:
- Lead the delegation finance team, set objectives, and assess direct reports.
- Ensure coaching, performance appraisals, and career follow-up of the finance team from recruit-ment to end of contract. Apply good management practices in alignment with Tdh values.
- Define and propose the staffing need for finance department and participate to recruitment ac-cording to the strategy and the means of the delegation.
- Establish effective communication, planning, and coordination mechanism for his/her team activi-ties, including meetings.
- Oversee HR aspects of the finance team (leave tracking, probation periods, evaluations, etc.)
- Oversees the team career development, define training needs and provide guidance on profes-sional development.
- Participate to the procurement committee for contracting suppliers according to Tdh procurement procedures.

Quality:
- Design and monitor the implementation of annual Action Plan for the finance department – which set the key objectives and their prioritization, as well as conduct a quarterly re-view of the depart-ment Action Plan with the country director.
- Propose improvements to financial policies, tools, processes, and the annual action plan
- Work with the finance team to facilitate smooth, efficient, and timely projects’ implementation.
- Collaborate with programs teams to contribute to financial sections of donor reports (interim and final).

Accounting and cash-flow management:
- Ensure the monthly accounting closure of the Delegation and approve the monthly cash and bank reconciliation before sending it to the HQ.
- Supervise the security of TDH funds and flows all over the country.
- Pre-validate the SAGA monthly closure process.
- Ensure the quality of accounting, and implement spot check controls (validity of vouchers, quality of the accounting transactions, etc.).
- Ensure provisions and year-end closures are in compliance with Saga and FMT guidelines.
- Carry out our random physical checks of safes and cashboxes and ensure control rules are being applied.
- Ensure efficient treasury management and cash flow between the delegation, Region and HQ.
- Supervise draw up cash-flow forecasts and ensure the optimal management of cash flow (monthly treasury request FMT).

Budget and donor funding contracts management:
- Contribute to the preparation of the annual budget (P0, P1, P2, P3/ closing) in the respect to TDH financial guidelines and golden rules and analyses the impact on the financial plan.
- Ensure realistic budgeting, proper codification of expenses and good budget steering.
- Update the allocation system of structure costs monthly, taking into consideration being compliant with donors' guidelines.
- Support in the correct financial management of the delegation; this includes, but is not limited to, follow up of the delegation budget, donors’ budgets, contract with partners.
- Support operations in preparing donor proposals and validate budgets before submission to the Regional Office or HQ.
- Manage a monthly FMT (Financial monitoring Tool) of budgets (donors’ budgets and delegation budget) and financial equilibrium of the delegation, including analysis and feedback to budget holders.
- Anticipate and prepare cost or no-cost extension of donor contracts or budget amendments.
- Keep up to date with the procedures of institutional donors providing funding for the delegation and ensure compliance with these procedures.
- Ensure proper follow-up of donor deadlines as per funding database and draw up the financial re-ports.
- Alert, when necessary, but early enough on financial risks in the delegation.
- Train senior management teams on financial tools (BFU, FMT etc).
- Ensure the respect of HQ and regional deadlines and monitoring process.

Reporting and communication:
- Within his/her field of activity, participate in developing synergies with government institutions, the other NGOs and the local organizations, liaise with external auditors and other financial institu-tions.
- Disseminate the financial information within the delegation for both for institutional and internal reporting.
- Monitor financial market trends, prices and exchange rates from central bank/ open market / do-nor rates / inflation rates, etc.
Ensure timely submission of monthly social security contributions and quarterly income tax.

Audit, Compliance and Internal Control:
- Manage the compliance of Tdh with all financial, tax reporting and regulatory requirements.
- Accompany and oversee contractual financial audits and audits of annual accounts.
- Develop implementation plan and calendar for internal and external audits recommendations
- Ensure compliance with Tdh financial and administrative procedures.
- Responsible for the fulfillment and adherence to the Tdh signatories' schedule for purchases and payment authorizations (Country profile form).
- Promote and enforce compliance with Tdh’s policies on security, child protection, and fraud pre-vention.
- Ensure that an Internal Control System is in place and undertake with the Finance team some con-trol on regular basis, including with the partners.
- Draft, update the finance manual and Standard Operating Procedures.
- Perform any other tasks as maybe be requested by the line manager.


Qualifications
Training/Qualifications:
- Bachelors degree at least.

Experience:
- Minimum 5 years of progressively responsible experience in the finance manager position.
- Proven experience in development and humanitarian and/or conflict affected countries settings.
- Prior experience working in emergency settings or insecure environments.
- Effective in representation and liaison with external parties.
- Proven ability to work as part of a team.
- Demonstrated experience in capacity building and mentoring of national staff.

Languages:
- Full professional proficiency in English and Arabic is mandatory.

IT know-how:
- Very good IT skills including (MS Office) MS office, Outlook, Sharepoint.
