Responsibilities

Working under the direct supervision of the Head of Mission, the MERL Officer is expected to contribute to the quality assurance of Plan International Syria projects. She/he will work closely with the partners’ Monitoring and Evaluation teams to ensure that projects data are being collected, entered and analyzed. The MERL officer will liaise with all relevant team members to ensure coherent and comprehensive projects implementation, and share lessons learned. She/he will facilitate training and capacity-building initiatives for staff and partners

Programme Monitoring, Evaluation and Reporting

1. Set up and coordinate M&E processes across the Plan’s International program team and partners’ M&E teams including M&E meetings, processes development, and standardization of tools
2. Develop M&E plans, Indicator tracking tables and relevant tools with the support of the Senior MERL Coordinator.
3. Follow up and implement field level tasks for monitoring project activities in close coordination with project focal points as relevant (planning field data collection, training enumerators, data cleaning, facilitation of FGDs, ensuring quality of data collection, data analysis and report writing etc.)
4. Support partners to plan and implement project-level assessments and M&E activities: field data collection using quantitative and qualitative tools.
5. Undertake regular field visits to projects sites to support/monitor the implementation of the activities and M&E framework.
6. Manage Post-distribution and Post-Action Monitoring activities (PDMs/PAMs) and ensure close follow-up with project teams on the timeline and sampling.
7. Analyse PDMs and PAMs data and draft reports.
8. Co-author project reports and produce analytical summaries: graphs, charts, tables, narratives and appealing visuals, as requested, to fulfil internal and external reporting requirements and advocacy purposes.
9. Ensure regular follow-ups with Projects Focal Points on databases and Plan International Global reporting system, and making sure they are updated on regular basis (monthly and/or daily).
10. Support sectoral coordination by ensuring timely and accurate reporting on Activity Info in collaboration with sector focal points. Record, manage and preserve monitoring and evaluation data in a safe and accessible way.
11. Ensure all monitoring reports have been filled in a timely manner and shared with Senior MERL Coordinator and all relevant functions.

Accountability & Feedback Mechanisms

1. Serve as the primary focal point for Plan Syria’s Feedback and Complaints Mechanism (FCM), ensuring it is safe, accessible, confidential, and in line with Plan’s Safeguarding and PSHEA standards.
2. Manage the FCM hotline, ensuring timely logging, classification, referral, and follow-up of all feedback and complaints according to SOPs.
3. Maintain a secure, up-to-date FCM database and ensure proper documentation, while protecting complainant confidentiality.
4. Produce regular analysis reports on trends and key issues to support programme learning and improvement.
5. Support awareness-raising on the FCM among communities and partners to ensure accountability to affected populations.
6. Coordinate with programme, safeguarding, and MEAL teams to ensure appropriate response and resolution of cases.
7. Ensure the FCM aligns with Plan’s global standards, Core Humanitarian Standards (CHS), and donor requirements.
8. Support partners to adapt and implement age- and gender- appropriate feedback and complaints mechanisms as per Plan International standards and in consultation with communities.
9. Monitor the data collected by partners through feedback channels throughout the project implementation.
10. Follow-up with participants providing negative feedback and complaints through the PDMs

Capacity building and Learning

1. Ensure regular follow-up with partners on tools and data, and provide technical support and guidance as needed.
2. Assist in setting capacity building plans and training for partners and project staff in monitoring and evaluation
3. Support Program Team and Senior MERL Coordinator in planning and co-facilitate lessons learnt sessions for the project as needed.
4. Attend internal and external training, workshops, events, etc.

Operational Support
1. Office & Logistics Coordination – Manage day-to-day administrative tasks, including travel arrangements, meetings, and event logistics.
2. Document & Data Management – Maintain accurate records, filing systems, and contact databases for operational efficiency.
3. Procurement Operations – Support procurement activities by preparing documents, liaising with suppliers, and ensuring timely delivery of goods and services.
4. Compliance & Vendor Management – Ensure adherence to PI’s policies in procurement and maintain updated supplier and inventory databases.


Undertake any other duties as directed by the Plan International Head of Mission.


Qualifications
1. Degree in Statistics, Economics, Development studies, Public Health, Social Studies or any related field
2. Minimum 3 years of relevant experience in in design and implementation of M&E systems; including qualitative and quantitative approaches
3. Experience working in both humanitarian and development sector, including emergency contexts
4. Experience in field data collection and data management
5. Knowledge of information presentation techniques (graphing, charting, tabling etc.) and interpreting them
6. Experience working on projects targeting adolescents and youth, especially adolescent girls and young women is preferred;
7. Experience working on projects in partnership with international, national and local NGOs
8. Evidence of, and commitment to, on-going personal and professional development
9. Willingness to travel, as per project requirements


Specific Vacancy Requirements
Demonstrable knowledge and understanding of:
1. Projects monitoring and evaluation
2. The emergency and socio-economic context in Syria and the region
3. Different types of programming such as Emergency Response, Basic Assistance, Child Protection, Education and Livelihoods
4. Digital data collection and coding

Skills
1. Excellent knowledge of Arabic and English is mandatory
2. Monitoring and Evaluation techniques and processes
3. Excellent skills in data collection and management
4. Excellent analytical and research skills
5. Excellent computer knowledge with command of MS Office, M&E software and data analysis tools(Excel, SPSS, Power BI, Activity Info etc.)
6. Excellent ability to write reports, briefing papers and research in English
7. Good facilitation skills and ability to deliver briefings and trainings
8. Good interpersonal skills with a demonstrated ability to liaise and coordinate with teams from different sector
9. Flexible work attitude and ability to work independently within a small team
10. Ability to effectively communicate with a diverse and cross-cultural audience.
