he Aga Khan Foundation in Syria seeks to employ a Term-Based Project Officer –Support and Empower Agricultural Producers on Record-Keeping for its office in Salamieh.
Support and Empower Agricultural Producers on the Record-Keeping Project aims to contribute to increasing systemic resilience to the food crisis and climate change and to enhance the application of innovative learning and improved technologies in Food and Nutrition Security and Sustainable Agriculture by developing the capacities of agricultural producers and agro-processors in the collection, recording, and analysis of productive and economic data.
JOB SUMMARY:
The Project Officer is responsible for providing expertise and necessary technical knowledge in planning and implementation of project’s interventions related to contribute to increasing systemic resilience of smallholders and small-scale farmers to the food crisis and climate change and to enhance the application of innovative learning and improved technologies in Food and Nutrition Security and Sustainable Agriculture/Livestock breeding by developing the capacities of agricultural/livestock producers and agro-processors in the collection, recording, and analysis of productive and economic data. The incumbent will work in close coordination with the Monitoring, Evaluation, Research and Learning Coordinator and report directly to the Project Coordinator.
ROLES AND RESPONSIBILITIES:
- Develop, review and implement the project’s Annual Work Plan (AWP) according to budget within the scheduled timeline, ensuring premium quality of implementation, and full compliance to AKF and donor’s policies and requirements.
- Provide administrative and technical guidance and supervision to the project’s team (project assistants).
- In collaboration with the project team (project assistants), conduct social and community mobilization activities for potential trainees of farmers and livestock breeders in all targeted communities, in addition to conducting assessments needed for smallholders of farmers and livestock breeders related to agricultural products, on data recording and keeping.
- Develop data recording and analysis tools needed for collecting data from farmers and livestock breeders, and guarantee the correctness of data collection and analysis for the farmers and livestock breeders. In addition to ensuring compilation of data for improved production and productivity, and supports the strengthening of analytical skills of the said targeted smallholders (farmers and livestock breeders).
- Contribute to conducting training to smallholder of farmers and livestock breeders on data record keeping and analyzing when needed.
- Conduct follow-up visits to supervise the process of data recording and keeping on a regular and periodic basis, in addition to assessing the impact of project interventions, identifying risks that can impede attaining the project objectives and reporting to the project coordinator.
- Ensure working directly with members of local communities and indirectly through villages committees to assess needs and identify the primary targeted beneficiaries/households for the project activities, and ensure full collaboration and coordination -through solid coordination with the project coordinator- with relevant local government authorities, directorates of agriculture in targeted governorates, CBO's, CSO's, NGO's, research and academic institutions, and any other relevant body.
- Collaborate and coordinate with other units of AKF (Procurement, Logistics, Finance…) to identify the specifications in order to develop purchase requests and follow up purchase orders accordingly. And coordinate with the assigned MERL Officer to support and participate in M&E activities, including baseline/end-line/midterm assessments, project-related surveys and data & information collection.
- Develop project’s progress reports “evidence-based narrative and financial reports”, and provide periodic reports (monthly, quarterly, annual, and ad-hoc) to the project coordinator.
- Promote and support gender equality, environmental sustainability, youth engagement and safeguarding in the planning and implementation of all project activities. And encourage a diverse and inclusive work environment that welcomes individuals of all genders.
- Adhere to safeguarding policies and Code of Conduct in all interactions, implement safeguarding prevention measures to prevent and report safeguarding concerns, and contribute to a safe and respectful environment for all individuals AKF works with.

Qualifications
- The applicant must have a Bachelor's degree in Veterinary, Agriculture, Economic Statistics or any relevant field. A degree in Agricultural Economics is an advantage.
- At least three years of prior professional experience in implementing field-based agricultural development or livelihoods projects.
- Proven experience in community mobilization, working with smallholder farmers and livestock breeders, field assessment, data collection and analysis.
- Basic knowledge of farmers’ record-keeping methodologies (basic knowledge of value chain analysis is an advantage).
- Experience in training design and delivery for local community.
- Good knowledge and skills in project planning, implementation and monitoring.
- Basic knowledge and understanding of gender equality principles and integration in project planning, budgeting, implementation, monitoring and evaluation.
- Good understanding of climate change and principles of climate resilience building of farming community.
- Strong verbal and written communication skills.
- Proficiency in English language is an asset.
- Excellent negotiation and teamwork, and communication skills.
