Responsibilities
The Aga Khan Foundation in Syria seeks to employ a full-time Response Officer- Emergency Management for its office in Salamieh.
JOB SUMMARY:
The Response Officer will be responsible for strengthening institutional and community readiness and response systems, the management and operational readiness of AKF’s relief stockpiles across Syria and ensuring that they meet proper storage conditions and are prepared for deployment in times of emergencies.
He/ she will also lead the implementation of the Village Disaster Management Plan (VDMP) program, and support emergency response operations through active engagement with communities and local partners. The incumbent will report directly to the Senior Manager- Response and Community Safety.
ROLES AND RESPONSIBILITIES:
- Develop and maintain emergency response plans tailored to various hazards.
- Coordinate and liaise between different stakeholders and affected communities to ensure a unified response.
- Lead or support initial assessments to identify urgent needs and inform response strategies.
- Monitor risks and disseminate alerts to stakeholders; ensure timely and accurate reporting.
- Ensure the effective management of relief stockpiles across all Syrian locations, including regular field visits, monitoring of storage conditions, safety compliance, and inventory control.
- Maintain a high state of operational readiness of all stockpiles; oversee and document all stock movement and ensure all delivery and receipt forms are properly completed and archived.
- Train the community members on emergency protocols, preparedness, and response techniques.
- Serve as the lead person in emergencies to activate stockpile access, supervise distributions, manage handover protocols, and provide timely reports.
- Develop and submit monthly and annual reports regarding the status, utilization, and gaps of relief stockpiles, and propose recommendations for improvement.
- Oversee the implementation of the Village Disaster Management Plan (VDMP) program, including local coordination, community engagement, logistical arrangements, and financial tracking.
- Prepare the VDMPs in both Arabic and English and submit them to the community and AKF.
- Develop, produce, and distribute all emergency communication materials to ensure timely and effective information dissemination.
- Provide technical and logistical support during emergency deployments, including transportation, and supplies management.
- Coordinate with relevant departments to ensure efficient planning, budgeting, procurement, and logistics for all program activities.
- Prepare and deliver reports to the direct manager, ensuring timely and high-quality documentation of all activities.
- Track response effectiveness and contribute to after-action reviews and lessons learned.
- Foster a diverse and inclusive work environment that welcomes individuals of all genders
- Adhere to safeguarding policies and Code of Conduct in all interactions, implement safeguarding prevention measures to prevent and report safeguarding concerns, and contribute to a safe and respectful environment for all individuals AKF works with.

Qualifications
- The applicant must have a Bachelor's Degree in Emergency Management, Disaster Risk Reduction, Logistics, or related fields.
- Three years of experience in implementing community-based disaster risk reduction programs.
- Experience in developing contingency plans and emergency response strategies using global standards and tools.
- Solid knowledge of emergency response systems and warehouse management.
- Demonstrated ability to lead and facilitate training sessions.
- High level of initiative, commitment to community resilience.
- Strong analytical, problem-solving and time management skills.
- Attention to detail and accuracy in data handling.
- Effective communication and teamwork abilities.
- Ability to work independently, manage multiple tasks and work under pressure.
- Excellent knowledge of Microsoft Office tools (Word, Excel, PowerPoint).
- Proficient in developing reports and plans in both English and Arabic.
