Responsibilities
Job Purpose:
The Planning Engineer is responsible for the preparation, development, monitoring, and control of project schedules, budgets, and performance indicators across multiple NGO-funded construction projects. The role ensures optimal use of resources, accurate forecasting, and compliance with donor financial and reporting standards.

Key Responsibilities:
1. Project Planning and Scheduling:
- Develop detailed baseline project schedules (Primavera P6 / MS Project) aligned with contractual milestones and donor requirements.
- Monitor progress and update project schedules regularly to reflect actual site conditions.
- Identify schedule variances and recommend corrective actions to maintain project timelines.
- Coordinate with technical, procurement, and site teams to ensure realistic planning of resources, materials, and logistics.
- Prepare project S-curves, histograms, and other tracking reports for internal and donor use.

2. Cost Estimation and Budgeting:
- Prepare detailed cost estimates during the proposal and pre-award stages of NGO tenders.
- Participate in BOQ review and cost benchmarking for various types of donor-funded works.
- Develop and monitor project budgets and control systems to track expenditures, committed costs, and earned value.

3. Cost Control and Financial Monitoring:
- Track project costs against budgets and analyze cost variances.
- Ensure expenditures align with donor budgets and funding ceilings.
- Prepare cash flow forecasts and advise management on financial performance indicators.
- Implement and update cost control systems, cost breakdown structures (CBS), and coding procedures.

4. Reporting and Documentation:
- Prepare weekly and monthly progress reports for both internal use and donor submission.
- Develop financial and technical dashboards to monitor project performance (time, cost, scope).
- Support audit and compliance documentation for NGO projects.
- Maintain a database of cost norms, productivity rates, and historical data.

5. Risk and Change Management:
- Identify risks and delays early and participate in the development of mitigation plans.
- Support the assessment of variation orders and impact analysis on time and cost.
- Work closely with the Contracts Engineer and Project Manager to manage scope changes and claims.

6. Internal and External Coordination:
- Collaborate closely with design, engineering, execution, and procurement teams to ensure timely availability of resources.
- Facilitate smooth workflow across departments by coordinating activities and resolving interdepartmental bottlenecks.
- Engage with external stakeholders to maintain alignment with project goals and timelines.

7. Preparation of Quantity Surveys and Client Invoices:
- Prepare detailed and accurate quantity surveys for both workshop and site activities.
- Compile client invoices in line with work progress and contract terms, ensuring transparency and compliance.
- Support financial reporting by providing reliable quantity data and documentation.

8. Technical Proposal Evaluation:
- Analyze and assess technical bids submitted by contractors and suppliers during the tendering process.
- Ensure compliance with project specifications, technical standards, and contractual requirements.
- Provide detailed evaluation reports and recommendations to the tender committee for informed decision-making.

9. Technical Proposal Preparation:
- Develop comprehensive technical proposals for tenders, aligned with client requirements and project specifications.
- Highlight the company and technical strengths, execution strategy, and proposed timelines.
- Coordinate with cross-functional teams to ensure accuracy, feasibility, and competitiveness of submitted proposals.




Qualifications
Bachelor's degree in Civil Engineering, Construction Management, or a related field.

Specific Vacancy Requirements
Qualifications and Experience:
- Minimum 3 years of experience in planning and cost control, ideally within NGO or construction projects.
- Proven experience in working with humanitarian or development organizations is a strong asset.
- Familiarity with FIDIC contracts and international project management standards.

Key Skills:
- Proficiency in Primavera P6 or MS Project
- Advanced Excel and cost control tools
- Strong knowledge of BOQ, cost estimation, and quantity surveying
- Understanding of NGO/donor financial compliance and reporting
- Analytical mindset with attention to detail
- Strong communication and coordination skills
- Fluent in English and Arabic
