Responsibilities
Coordination and monitoring
•Facilitate context and risk analysis exercises and produce regular conflict analysis updates at the Coordination level, in collaboration with field teams, to anticipate emerging needs within Solidarités International’s mandate.
•Report relevant contextual and security-related information to the Country Director, anticipate possible concerns and support the decision-making according to the monitoring of the situation
•Ensure effective internal communication and timely transmission of the Country Director’s messages to relevant teams
•Conduct security briefings for new SI staff or newcomers at the Coordination level and ensure that onboarding and welcome processes are well managed
Access And Security Management
•Ensure proper operational implementation of the security processes within field teams with the support of the Country Director
•Monitor and analyse the security situation and ensure key updates are understood by the teams
•Ensure compliance with all security rules and procedures on the Coordination level.
•Ensure the immediate management of any security incidents that may occur on the Coordination level and immediately inform the Country Director. Proactively report any security change that may directly or indirectly affect SI operations to support timely decision-making.
•Support the Country Director to update country-level security documents and related SOPs.
•Ensure that the access-related work and liaison with local stakeholders are managed with consistency and regularity.
•Ensure supporting departments (HR, Finance, Logistics) have in place an appropriate system to facilitate good security management.
•Support the Country Director and Field teams in designing and reviewing access strategies for specific intervention areas
Representation And External Communication
•Under the delegation of the Country Director, be the representative of Solidarites International during coordination meetings and bilateral discussions with other stakeholders, towards civil society, or any other institution.
•Ensures to remain the point of entry of any formal communications with external stakeholders, particularly in front of the Authorities. Also, make sure to engage regularly with the Authorities to build up and keep good relationships and an understanding of the SI’s mandate and activities.
•Convey the messages requested and report on the main points discussed and agreed with the external stakeholders to the Country Director.
•Whenever needed, suggest changes of positioning or specific actions.
•Keep a record of the engagements with the stakeholders and update any documents related to the representatives within the governorate and more broadly within Syria if relevant.
•Establish and maintain a consistent network of contacts (military, administrative, international and local NGOs, civil society actors) to be permanently updated on the evolution of the situation.
•Show proactivity and autonomy in the way to engage and communicate with the partners.
Internal Communication
•Conduct Security Briefings for all new Coordination staff upon arrival.
•Ensure consistent internal communication related to security procedures and alerts.
•Ensure relevant Security Packs and related documentation are regularly updated to include all recent information and incidents.
•Contribute to the drafting of the general context section or executive summary for internal and/or external reports
•Draft the general context section of the Coordination’s situation report and ensure delivery of the context note to be sent at the mission level.
Compliance, Accountability and Training
•Conduct visits to local authorities and beneficiaries’ representatives to gather feedback and assess the safety of SI’s operations.
•Support internal efforts on compliance and conformity-wise upon request from the Conformity Manager
•Plan and deliver Coordination-level humanitarian access and security training in coordination with the Country Director and relevant managers.
• Ensure to dispatch official communication during the Coordination meeting and participate in the induction sessions.
• Assess the capacity building needs of field staff regarding security awareness and preparedness.
