Key Responsibilities
Evaluation, TPM Project Leadership
- Lead the design, planning, and execution of evaluations, assessments, and TPM projects, ensuring methodological rigor and client satisfaction.
- Develop evaluation frameworks and analytical tools tailored to donor requirements.
- Manage multiple assignments simultaneously, ensuring high-quality and timely deliverables.
- Provide technical oversight to TPM and evaluation teams, consultants, and field staff.
- Ensure TPM outputs provide credible, independent, and actionable evidence for donor decision-making.
Methodological Leadership, Data Analysis - Quality Assurance
- Lead the design and implementation of quantitative and qualitative data collection and analysis methodologies.
- Oversee development of sampling strategies, monitoring tools, surveys, interview guides, and data management systems.
- Ensure robust triangulation of evidence and accurate interpretation of findings.
- Conduct or supervise advanced quantitative (statistical) and qualitative (thematic, content) analysis.
- Validate and review inception reports, progress updates, and final reports for accuracy, clarity, and policy relevance.
Report Drafting Knowledge Dissemination
- Draft, edit, and review evaluation, monitoring, and assessment reports, ensuring they meet donor and client standards.
- Translate technical findings into clear, actionable, and policy-relevant recommendations.
- Contribute to the consultancy knowledge products, policy briefs, and learning reports.
- Ensure accurate, timely, and professional communication of findings to clients and stakeholders.
Team Leadership Capacity Building
- Supervise and mentor evaluation and TPM staff, field monitors, and consultants.
- Deliver training workshops on evaluation methods, TPM approaches, data analysis, and reporting.
- Build internal capacity for data-driven evaluation and monitoring practices.
Client Stakeholder Engagement
- Serve as the primary client-facing contact for evaluation and TPM assignments.
- Present findings to donors, partners, and stakeholders through presentations, briefs, and workshops.
- Build strong relationships with INGOs, UN agencies, bilateral donors, and local partners.

Qualifications
- 7-10 years experience in evaluation and/or TPM management, preferably in international consulting.
- Proven expertise in designing and managing donor-funded evaluations and TPM assignments (EU, FCDO, World Bank, USAID, UN agencies).
- Strong skills in both quantitative (statistics, surveys, econometrics) and qualitative (thematic/content analysis, case studies, interviews, focus groups) analysis.
- Demonstrated ability to draft, edit, and finalize high-quality evaluation and monitoring reports.
- Experience managing multi-disciplinary and geographically dispersed teams.
- Postgraduate degree in evaluation, social sciences, development studies, public policy, statistics, or related fields.
- Fluency in both English and Arabic (spoken and written).
- Excellent analytical, writing, and communication skills.
- Strong interpersonal and leadership abilities.
