Responsibilities
• Monitoring & Evaluation System Support
1. Contribute to the development and implementation of an effective M&E system that will ensure tracking of project/ programme results at different levels (outputs, outcomes, and impact).
2. Assist in preparing and regularly updating MEAL plans for project, ensuring alignment with donor requirements and organisational frameworks.
3. Support the management of an updated database of the project in North East Syria, ensuring timely data entry, accuracy, and integrity in coordination with data processors.
4. Review and adapt existing data collection tools and methodologies to suit the local context and field conditions.
5. Ensure that cross-cutting issues such as participation, gender, age and disability are effectively addressed/ mainstreamed in all project/programme implementations as part of ensuring accountability according to the organization (Sex, Age, Disability Disaggregated Data) framework.

• Data Collection, Analysis, and Quality Assurance
1. Support programme team in collecting relevant and appropriate data to measure project performance, identify gaps, and meet donor reporting requirements.
2. Design and adapt data collection tools (surveys, checklists, follow-up forms) for field use.
3. Train and guide field team and local partners on data collection techniques using digital tools (e.g., Kobo, ODK).
4. Conduct regular field visits to verify data accuracy and monitor activity implementation on the ground.
5. Contribute to regular Data Quality Assessments to ensure the reliability and validity of collected data.
6. Clean, process, and analyse quantitative and qualitative data using appropriate tools (e.g., Excel, SPSS, Power BI).

• Reporting and Documentation
1. Contribute to the preparation of weekly, monthly, quarterly, and annual MEAL reports, highlighting progress, challenges, and recommendations.
2. Develop MEAL plans for projects and ensure the same is followed up during implementation.
3. Provide alert to the respective staff on corrective actions required to avoid delays in implementation, including flagging operational issues and risks requiring timely actions.
4. Review monthly progress reports from implementing partner and ensure they have evidence to back-up and provide feedback to the respective staff.
5. Prepare data visualizations and dashboards to support decision-making and donor reporting.

• Feedback and Accountability
1. Support the management and operation of complaint and feedback mechanisms to ensure accessibility for beneficiaries.
2. Track, document, and follow up on complaints, ensuring timely and appropriate responses in line with established procedures

• Assessments, Surveys, and Evaluations
1. Assist in planning and conducting baseline, midline, and endline surveys, as well as other assessments and research activities.
2. Adhere to accountability requirements by initiating baseline surveys for new project/programme and conducting relevant evaluations for ongoing projects to meet organization standards
3. Build staff capacity through training to ensure adoption of new data monitoring tools and quality of data collected.


Qualifications
1. Bachelor’s degree in Statistics, Economics, or any related field.
2. Minimum of 2 years of experience in monitoring and evaluation or data management.
3. Solid knowledge of M&E frameworks, methodologies, and tools.
4. Proficiency in data analysis software (Excel, SPSS, Power BI).
5. Familiarity with digital data collection systems (Kobo, ODK).
6. Strong report writing skills in both Arabic and English.
7. Excellent communication and presentation skills.
8. familiarity with do no harm, and the PSEAH and Zero tolerance paragraph
9. Very good at English writing, reading, and speaking.
