Responsibilities
1. Program Implementation & Technical Support
• Provide technical leadership in the design and implementation of water supply interventions.
• Provide technical support to operational staff for the implementation of WASH and rehabilitation activities in Syria.
• Assist the Project Manager in leading the design and drafting of technically sound WASH project proposals for funding, including training WASH team members on conducting needs assessments and project design.
2. WASH Operations & Team Supervision
• In coordination with the Project Manager, manage WASH team at the base, ensuring technical coordination and the implementation of WASH emergency and post-emergency interventions.
• Assist the project manager in preparing and coordinating work plans to achieve project outcomes and results.
• Provide appropriate levels of management to the WASH team regarding ongoing project activities, maintaining and implementing sector standards and best practices in line with organizational policies.
• Ensure adherence to the program implementation plan as agreed with local authorities and agencies, and in line with validated plans, budget, and timeframes.
• Ensure all WASH activities adhere to technical standards (e.g., Sphere) and promote best practices in humanitarian WASH programming.
• Coordinate closely with the WASH Cluster, sectoral working groups, and humanitarian partners to harmonize interventions and avoid duplication.
• Actively participate in WASH Cluster meetings and technical working groups.
• Develop BoQs, technical drawings, environmental compliance plans, and construction schedules.
• Conduct needs assessments and technical field visits to identify gaps and guide evidence-based WASH interventions.
3. Reporting & Learning
• Lead the WASH components of monthly sitreps and ensure accurate Cluster 4Ws, reviewing internal and donor reports.
• Ensure monthly reporting of activities, including achievements, challenges, and explanations of deviations from targets.
• Document lessons learned, best practices, and case studies to inform in-country strategies and contribute to sector-wide learning; conduct lessons learned workshops on technical themes.
• Monitor implementation progress on-site, ensuring contractor performance, technical quality, and accountability.
• Work closely with the MEAL team to enhance accountability and ensure feedback and lessons learned feed into program adaptation.
• Design technical methodologies to effectively monitor and evaluate the WASH program.
• Ensure WASH activities adhere to humanitarian principles, including Do No Harm, and organization’s safeguarding policies, particularly PSEAH and Zero Tolerance.
• Carry out any additional tasks assigned by the direct manager in line with the role and responsibilities

Qualifications
1. Bachelor’s degree in Civil or Environmental Engineering. Master’s degree or professional licensure is considered an advantage
2. At least 3 years of experience in engineering or WASH roles in humanitarian contexts, especially infrastructure design and construction.
3. Strong technical skills in supervising WASH hardware implementation, and drafting BoQs and technical documents.
4. Proven knowledge of international WASH standards and engineering principles applicable in humanitarian settings.
5. Proven experience in proposal writing and strategic planning.
6. Strong technical knowledge in the design and implementation of WASH interventions across emergency response and early recovery contexts.
7. Significant reporting experience, including internal and donor reporting.
8. Strong field-based experience, preferably in North-East Syria or similar complex emergency environments.
9. Familiarity with market assessments, feasibility studies, and risk analysis in WASH projects.
10. Demonstrated ability to manage multi-stakeholder coordination processes and work collaboratively with authorities and implementing partners.
11. Strong commitment to diversity, equity, inclusion, and safeguarding principles.
12. Proficiency in Arabic is required; excellent written and verbal proficiency in English.
13. Proficient in Microsoft Office, spreadsheets, and databases.
14. Ability to travel across Syrian governorates as required.
