Responsibilities
Main Tasks and Responsibilities :

Under the direct supervision of the head of Homs sub-office and technical guidance of the SRH programme
and coordination team based in Damascus, the incumbent will provide full support under the following
tasks:

Needs Assessment

● Participate in and contribute to the SRH needs assessment by collecting data and providing
inputs for the HRP/SRP.
● Assist in planning and organization of needs assessments with SRH actors, gather results, and
plan and implement emergency response, aligned with the MISP framework.
● Assess the needs and undertake data collection for RH and GBV services and inform UNFPA
regularly, particularly, identifications of RH needs and pharmaceutical supplies needs.

Programme Implementation

● Coordinate with local partners and NGOs to ensure the optimal implementation of UNFPA SRH
projects
● Follow up and monitor implementation of the SRH projects in coastal areas (lattakia & Tartous
governorates) (Mobile outreach activities, Static Clinics, RH related trainings and workshops).
● Assist in organizing program related training, workshops and meetings and renders the
necessary logistical support including travel arrangements, and Workshops fees in both governorates
● Contributing to organizing SRH related trainings, workshops and meetings and renders the
necessary logistical support in both governorates.
● Assist in managing operational requirements of Sexual and Reproductive Health activities in
project related events to facilitate project delivery.

Programme Monitoring

● Assist in closely monitoring the annual work plan for each implementing partner in the coastal
area, including overseeing the agreed activities with the Damascus office and ensuring that the
allocated budget for each activity is properly implemented.
● Participates in field monitoring missions and contributes to preparing inputs and drafting field mission reports detailing issues identified and obstacles to overcome to improve the efficiency and effectiveness of Reproductive Health related initiatives.
● In close coordination with the Field Programme Coordinator, Implementing Partners and relevant staff of UNFPA in the Damascus office, undertake regular field visits in support of
monitoring the project implementation on SRH, and if need be to support GBV and youth projects and provide regular feedback on project implementation and emerging/changing needs.

● Ensure the updating of the SRH datasets, including service mapping, referral pathway in Lattakia-
Tartous on a quarterly (and ad-hoc) basis, ensuring alignment with best practices and incorporating feedback from partners and stakeholders.

Coordination and Partnership

● Maintain a close working relationship in the field with the relevant government officials to ensure appropriate communication and coordination.
● Actively assist networking of different local partners particularly those focusing on RH,
identifying new potential partners and areas of collaboration.
● Coordinate with the health sector actors and line directorates.
● In collaboration with the head of Homs sub office and SRH coordinator, support to organise SRHWG meetings at the governorate level, facilitating discussions and foster collaboration among stakeholders to address key SRH issues.
● Participate in local health cluster/ sector meeting and ensure SRH issues are addressed

Communication and Reporting

● Assist in ensuring timely and quality reporting to UNFPA, and field visits by the key stakeholders and donors.
● Regularly update the Country Office on the developments on the ground and provide required reports including through establishing, consolidating and maintaining a 4w database
● Intensively work in promotion of UNFPA in the coastal area and ensure its visibility, in particular in the field of SRH.
● Provide inputs to the communication team including human interest stories and data for the Strips.
Undertake other tasks that may be assigned by a direct supervisor in connection with the fulfilment of the above responsibilities.

Qualifications
Education:
• Bachelor’s degree in public health, social studies, medicine, health system management or any relevant degree and/or other related fields. With 4 years of relevant working experience, preferably in the public or private sector
• Or master’s degree in social studies, or any relevant degree and/or other related fields with 2 years of relevant experience in the public or private sector
Experiences:

● At least two years’ professional experience in the field of humanitarian, preferably in programme/ project implementation, M&E and/or coordination support
● Experience on RH is required, and on GBV domain is desirable
● Excellent and proven experience in dealing with local government and NGOs
● Experience in the related field and /or work related at public health institutions or NGOs are desirable.
● Ability to present to local and international audience on programme achievements and challenges
● Experience in humanitarian/development/peace-building programming and operations, preferably with the UN
● Demonstrated experience in coordinating and liaising with a range of IPs, both government and non-government at district level, including communities
● A strong understanding of human rights-based approach to humanitarian work and results-based management.
● Ability to self-manage, emotional intelligence, empathy, team spirit, conflict management as well as negotiating skills.
● Ability to deal with culturally and religiously sensitive and complex issues skillfully and at different levels.
● Previous Experience with UN or NGO/INGO in humanitarian work is preferable
● Proven spirit of initiative and ability to work independently.
● Good Social and Communicative Skills

Language: Fluent written and spoken Arabic (mother tongue) and English
Computer Skills : Knowledge of Microsoft office and Excel program is required
