Responsibilities
1. Provide direct legal assistance, including counselling and representation, to individuals identified during the project and who require support accessing government services, including document restoration, employment/business laws, child protection, GBV, property compensation, and inheritance.
2. Conduct awareness-raising sessions for community members and stakeholders on HLP and civil documentation.
3. Conduct assessments and regular monitoring in IDP and host communities through key informant interviews and focus groups, ensuring that assessments and monitoring forms are accurately filled, and securely stored, paying attention to client confidentiality and do-no-harm principles.
4. Support the National Officer (Legal Assistance & HLP) with the planning and implementation of legal assistance projects for target populations.
5. Assist with the supervision of Legal Assistance Caseworkers in your area of responsibility.
6. Coordinate and liaise with local authorities, community leaders and other partners operating in the area, as well as stakeholders relevant to the program activities.
7. Collaborate with other programs such as MHPSS, Durable Solutions, Housing & Settlements, Livelihoods, Protection on joint programming and coordinated activities.
8. Draft reports covering legal assistance related activities, preparing briefings, background notes including specific information requested by IOM, government stakeholders and other entities.
9. Activity contributes to strengthening referral systems and networks. Oversee legal case management activities and when required, coordination of response to individual cases of concern.
10. Keep abreast of national policies and legal developments impacting the rights of conflict affected populations.
11. Provide updates on program issues, including regular risk analysis and recommendations for operational improvement of the legal assistance programming to the National Officer (Legal Assistance & HLP).
12. Perform such other duties as may be assigned.
Qualifications
Education:
• University degree in Law, Humanitarian Affairs, Political Science, Human Rights, Development Studies, or related field from an accredited academic institution with four years of relevant professional experience.
Specific Vacancy Requirements
• Experience in working on humanitarian affairs, legal assistance (civil, HLP documentation, economic recovery) emergency preparedness, protection, and human rights in various humanitarian organization.
• Experience in providing direct legal assistance to vulnerable individuals (including conflict affected populations).
• Experience in liaising with government authorities, other national/international technical counterparts and NGOs, and building effective partnerships.
• Proven ability to supervise, coach, and direct staff and manage operations in transitional/post-conflict contexts.
• Previous working experience in Syria or the Middle East region is advantageous.
• Willing to conduct constant travel within the Area of Responsibility.
• Excellent writing and reporting skills.
• In depth knowledge of the broad range of migration related subject areas dealt with by IOM;
• Excellent facilitation and liaison skills
• Knowledge of UN and bilateral donor programming.
• Experience in providing direct legal assistance to vulnerable individuals (including conflict affected populations).
