Responsibilities
Under the overall supervision of the Area Manager and in close coordination with the UNDP Project Manager, the Technical Officer will be responsible for supporting the implementation of infrastructure rehabilitation activities, including Rehabilitation of three schools in Zara, Husen, and Tall Kalakh. Responsibilities include:
• Follow up on the preparation of Bills of Quantities (BoQs) and technical specifications for all engineering projects within the scope of work.
• Coordinate with relevant stakeholders and beneficiaries to ensure alignment with local needs and facilitate project implementation.
• Supervise the execution of infrastructure projects and activities, ensuring timely delivery and adherence to quality standards and approved timelines.
• Oversee the implementation of Rehabilitation of three schools operations across multiple sites, as well wells rehabilitation and debris removal projects.
• Maintain regular communication with contractors, monitor progress, and provide technical support and alternative solutions when needed.
• Prepare technical and progress reports, highlighting achievements, challenges, and recommendations for improvement.
• Support budget monitoring and cost control, in coordination with the finance and procurement teams, including reviewing financial estimates and expenditures.
• Contribute to the implementation of the project’s communication plan, ensuring visibility and documentation of activities.
• Perform any other tasks requested by the direct supervisor that fall within the scope of the project.

Qualifications
Required Qualifications:
a. Education
• University degree in civil engineering.
b. Experience
• At least 4 years' experience in fields related to rehabilitation projects.
• Knowledge of humanitarian principles, area-based, “leave no-one behind”, gender equality, centrality of protection and "do no harm" approaches.
• National staff with a deep understanding of the local community dynamics of the assignment area.
• Proven ability to analyze complex problems systematically and efficiently.
• Proven ability to accept a high tolerance for change, complexity, unpredictability, multicultural and sensitive contexts.
• Computer literacy is a prerequisite
Language Requirements
• Knowledge of written and spoken English will be an asset.
