KEY RESPONSIBILITIES (Technical, Leadership, People and Resource management)
Programme Monitoring, Information Management, and Reporting # Time 30%.
• Support the development/improvement/updating of tools for data collection, analysis and processing that facilitate disaggregation by gender and age.
• Support field data collection exercises and data management, involving.
- Recruitment and training of data collectors.
- Carry out and supervise data collection (focus group discussions, post-distribution monitoring,
surveys, observations etc.) and data entry.
• Support analysis of quantitative and qualitative data, draft reports presenting the results of the
analysis, and share the findings in an appropriate format to respective stakeholders/team members.
• Support the investigation and analysis of various secondary data sources.
• Support appraisal of the project activities, progress reports, and streamlining the partners’ work and
documentation (including through joint monitoring visits).
• Support MEAL team to report/alert project team on regular basis on any anticipated project issues, risks
and any emerging opportunities and threats to the project implementation, related to this role.
• Support MEAL team to act as a field focal point for the team on Oxfam’s beneficiary counting
methodology and internal reporting processes.
• Support production of clear and quality reports that demonstrate accountability and learning.
• Ensure all MEAL-related data and files are properly organised and stored.
MEAL system support and implementation. # Time 25%.
• Provide support to the MEAL Officer, Area Manager, and programme teams in project/programme design
and proposal development, in line with Oxfam’s programme quality standards – particularly on results
frameworks and indicators.
• Support on the development and updating of gender-sensitive MEAL frameworks, working closely with
programme teams, the Area Manager, and team leads.
• Support MEAL Officer to develop MEAL plans and review/update on a regular basis, in close coordination
with programme teams and Oxfam’s partners.
• Work with the MEAL and programme teams in implementing MEAL frameworks, processes, and tools,
ensuring quality and consistency with Oxfam standards.
• Support in documenting and summarising Learning lessons from implemented activities, sharing, and
presenting them.
Management of Beneficiary Feedback and Accountability System # Time 30%.
• Assist the project team in strengthening the accountability mechanisms at project level, and
contribute to further development and continuous updating of Oxfam Syria’s accountability strategy
• Responsible for accurate and timely managing, recording, sharing, following up and consolidating
community feedback and complaints about Oxfam’s interventions and ensuring community feedback
is fed back into the project cycle management.
• Ensure that urgent and sensitive complaints are addressed in a timely and appropriate manner with
support of the MEAL officer.
• Ensure the confidentiality of complaints data is respected, in line with Oxfam’s Responsible Data Policy,
and this information is not shared with any irrelevant staff members or external person/ organization.
• Responsible for improving the Community Feedback and Response Mechanism (CFRM) in coordination
with the MEAL Officer.
• Providing useful and constructive information to target communities about Oxfam’s programs, and
promoting and supporting constructive dialogue between Oxfam and communities.
• Work with MEAL team and programme to implement Country CFRM strategy.
• Share accountability findings with the programme teams in a monthly Country Accountability Report.
Support in program quality, reviews, and Learnings # Time 15%.
• Conduct quality control tests on all incoming data and supervise data entry and data
cleaning/editing processes.
• Coordinate and share learning related to MEAL practices and general best practices and lessons
learnt across field offices and Partner team and encourage sharing of monitoring results both
between and within sectoral teams.
• Collect timely top-line output data from all programmes and Hub Offices to feed into Monthly report
and monitoring system. Systemically check this data (for quality, consistency, issues related to use
of data/conclusions etc), and follow-up/ provide feedback as necessary.
• Analyse program/project data to produce information as required by the project (output tracking,
outcomes and impact, quality assurance, time monitoring)

• Minimum 3 years’ previous experience of working in the humanitarian field, with at least 2 years of
direct experience in monitoring, evaluation, accountability, and learning (MEAL) in one or more of the
following sectors: WASH, Livelihood, Food Security, Protection, and emergency response.
• Solid experience in field data collection and supervising data collectors/enumerators.
• Proven experience in using digital data collection tools such as KoboToolbox, ODK Tool, SurveyCTO, or
related tools.
• Good experience in data management (cleaning, verification, analysis, visualization)
• Good knowledge in presenting quantitative and qualitative data.
• Strong computer skills, including Microsoft Office Suite (Word, Excel, PowerPoint, Outlook).
• Good verbal and written communication skills.
• Experience in coordinating with internal departments and partners (e.g., WASH, FSL, Protection,
Gender, Logistics).
