Responsibilities
HUMAN RESOURCES RESPONSIBILITIES
1.Recruitment & Onboarding
•Coordinate the full recruitment cycle (job postings, screening, interviewing, reference checks).
• Ensure hiring processes follow internal policies and fair recruitment standards.
• Prepare employment contracts and onboarding packages.
• Deliver HR orientation, including Code of Conduct, PSEA, and organizational policies.
2.Employee Relations
•Serve as a focal point for staff HR queries and issues.
•Support conflict resolution and workplace mediation when needed.
•Ensure consistent application of HR policies across departments.
•Promote a respectful, inclusive, and safe working environment.
3.HR Administration & Documentation
• Maintain updated personnel files and HR databases (attendance, leaves, contracts).
• Track contract renewals, probation periods, and performance review deadlines.• Support payroll preparation by providing necessary HR data.
• Ensure proper archiving and confidentiality of HR records.
4.Performance Management
• Support the implementation of the performance appraisal system.
• Track performance improvement plans and follow-up on development actions.
• Provide guidance to supervisors on performance-related issues.
5.Training & Staff Development
• Coordinate mandatory compliance and HR-related trainings.
• Assist in developing annual staff development plans.
• Track staff attendance and completion of training requirements.

COMPLIANCE RESPONSIBILITIES
1. Compliance Monitoring & Internal Controls
• Conduct regular internal compliance checks across HR.
• Ensure adherence to SOPs, donor rules, and organizational policies.
• Identify gaps and recommend corrective actions to management.
• Monitor implementation of corrective action plans.
2. Policy Implementation
• Support the rollout and interpretation of policies such as:
o Code of Conduct
o Anti-Fraud & Anti-Corruption
o Safeguarding & PSEA
o Whistleblowing
o HR policies
• Ensure policies remain current and accessible to all staff.
3. Investigations & Incident Reporting
• Support or lead investigations into misconduct, fraud, or policy violations.
• Document findings, collect evidence, and prepare investigation reports as required.
• Ensure confidentiality and proper escalation of cases according to protocols.

The Compliance function covers HR-related compliance as well as organizational compliance in coordination with finance, procurement, and program team.


Qualifications
Education:
• Bachelor’s degree in Human Resources Management, Business Administration, Law, Public Administration, or related field.
• Training in compliance, investigations, safeguarding, or HR certification is an asset
• English: Fluent (spoken/written) mandatory. 
• Arabic: Mandatory. 
• German / French: Plus 
• Proficient user of MS office (including Word, Excel, Outlook, PowerPoint, and Power BI).

Experience:
• 2–4 years of experience in HR, compliance in an International NGOs
• Experience with donor-funded programs (UN, ECHO, SDC, etc.) is preferred.
• Experience conducting compliance reviews or investigations is an advantage.

Personal skills: 
• Strong knowledge of HR principles and local labor law.
• Understanding of compliance, internal controls, and risk management.
• Excellent communication and interpersonal skills.
• Strong ethics, confidentiality, and integrity.
• Analytical and problem-solving abilities.
• Ability to work under pressure and manage multiple tasks.
• Proficiency in MS Office and HR systems/databases.
