Responsibilities
Objective 1: To ensure successful implementation of assigned projects according to ACF and Donors’ standards and protocols, in line with the humanitarian principles
- Contribute to the proposal preparation by providing inputs on implementation modalities of the intervention by capitalizing on former experiences (lessons learnt and best practices).
- Plan, organize and conduct kick-off meeting, ensuring the participation of all relevant departments
- Participate in preparing and revising on a monthly basis the following ACF project tools once the project starts
- Review the list of transactions from previous month to identify the potential errors in project expenses allocation (monthly)
- Review the BFU and update projections based on PPP
- Provide the explanation on deviations when analyzing actual vs projected expenses
- In coordination with Technical Team produce Procurement Requests with the complete technical specifications and submit it in timely manner to Logistic department for processing. Participate in selection process of suppliers and quality checks (at selection of supplier, at delivery of inputs, etc.).
- Regularly follow up with Logistic department on the evolution of procurements
- Work closely with the technical department to identify areas of intervention, modalities (in line with project document, donor standards, etc.), technical requirements, agreed workplan of activities, etc.
- Work closely with the technical department when producing Procurement Request and to ensure the project outputs are delivered in line within the expected technical standards and within the expected timeframe. Proposed corrective actions whenever required to comply with the expected outputs
- Work closely with MEAL to make sure all areas of intervention are assessed in terms of needs and vulnerability and reports are being updated, finalized and validated from technical and MEAL advisors; fine-tune the action if necessary.
- Work closely with MEAL team to timely plan and implement all monitoring and evaluation activities foreseen in the project (as per M&E plan). Whenever possible, participate to such activities (AMR, PCM, baseline, end-line, etc.).
- In relation to project activities, identify in advance the need for approvals from the local authorities and other stakeholders; feed the information to the relevant personnel involved in obtaining these approvals.
- Ensure timely preparation and submission of projects and mission reports (sitreps, APRs, intermediate and final reports, and other necessary reports).
- Coordinate on a regular basis with IM for sharing of updated information, in particular for the beneficiaries counting data set, maps and situation reports, and any other IM products to which they may be requested to contribute to.
- Conduct field visits during the different cycle of the project (including post-completion) to make sure good quality is maintained and ACF and donors’ standards are being respected and followed regularly.
- Ensure all documents related to the projects he/she is leading are documented and archived properly (hard copies and on ACF online systems); Provide clarifications in required by the auditors.
- Ensure that each team leader working on a specific thematic area has a clear understanding of the project activities and expected deliverables: ensure that the team leader has a work plan consistent with the project work plan and is capacitate in terms of project implementation
- Provide support to each team leader in terms of human resources management: managing the leave quests, the movement plan, the capacity building plan
- Monitoring that the workload on each team leader is appropriate and looking after the staffing needs of the program why is taking proactive action by highlighting human resources needs and competence is required to implement the program according to high quality standards
- Facilitating the team coordination and information sharing at the horizontal level (among the team leaders and the program manager) as well as at vertical level (among the team leaders and the coordinators) with the thematic technical coordinators
Objective 2: To contribute building the capacity of ACF and implementing partner staff according to the needs identified
- Capitalize on lessons learnt and best practices of implemented project/s, and contribute to internal evaluation exercises (in collaboration/with participation of partners, if needed) with the aim of improving the quality of services delivery to the beneficiaries
- Whenever requested, organize internal review workshop, during and/or at the end of their project, in collaboration with and with the contribution of the technical, MEAL and support departments
Objective 3: To contribute to developing and implementing strategies and programming in the mission
- As a permanent process, Incorporate Risk management in every activity and actions
- Contribute identifying ideas/fields of intervention for ACF positioning and strategy for new programs, pilot projects, new geographical areas of interventions.
- Support the senior management team and/or the coordinators in meetings with Donors, UN Agencies, other NGOs, sector working groups etc. when requested


Qualifications
-University Degree in a relevant discipline (e.g., social sciences, economics, international development, or any related field) Knowledge of Project Cycle Management (Logical Framework Approach), including budget follow up Management of projects, including from remote and in volatile security contexts. Different sectors concepts, programs, and indicators.
- Workshops facilitation for implementing partners and ACF technical staff.
- Needs assessments and M&E tools and methodologies.
- Protection and gender mainstreaming in project implementation and monitoring.
- Desirable knowledge of the following donors’ rules and procedures: USAID/OFDA, OCHA, ECHO, SDC, AECID, SIDA, GAC
- At least five years of professional experience in the humanitarian and/or development field in the management of projects.
- Humanitarian principles.
- FSL, WASH, education, nutrition, and shelter/NFI in emergency and early recovery.
- The Sphere Project (minimum standards).
- Gender, protection, conflict, and environment sensitivity

Salary and Benefits
- Contract period:10 months renewable base on Action Against Hunger fund and performance.

- Salary/benefits: According to Action Against Hunger's salary scale and terms and conditions.

- Duty station: Aleppo
