Responsibilities
Shelter Rehabilitation
1.Support assessing shelter rehabilitation needs for the targeted caseload including, conducting surveys to identify damages home (CAT 1-5), evaluate quantities of debris to be removed and prepare Bill of Quantities (BoQs) for demolition, debris removal, reconstruction or rehabilitation, orientating beneficiaries about the legal agreement liability, and managing beneficiaries’ data.
2.Provide necessary instructions to shelter beneficiaries or shelter contractors for the commencement of work, including detailing the BoQ items and explaining the drawings for shelter construction, and monitoring the implementation of shelter construction activities.
3.Conduct inspection visits to shelter rehabilitation beneficiaries or shelter contractors to verify the progress, provide necessary technical input, draft progress reports and compile supporting documents to initiate payment processes.
4.Verify work done by the beneficiaries or contractors and recommend releasing payment instalments as per the agreed BoQ and milestones defined.
5.Maintain and update the shelter progress report, milestones in MIS and other online platforms as instructed by management.
Infrastructure
6.Support IOM in identifying infrastructure needs in the targeted communities through participating in the community assessment and planning meetings with stakeholders and coordinating with relevant local authorities and conduct joint field visits with other relevant team members as well as community structures to assess the needs for the targeted communities.
7.Support the implementation process of rehabilitation projects through conducting frequent individual or joint field inspections visits.
8.Support contractors and provide technical input to manage work as per set out standard and quality. Notify defects and provide suggestions to avoid such issues in infrastructure sites.
9.Prepare the necessary work schedule in coordination with contractors, review them and submit them to management.
10.Prepare bi-weekly progress reports, conduct meetings with contractors and other stakeholders, prepare meeting minutes and record them as required by the program.
11.Support the contractor and IOM team to maintain the expected quality of work.
12.Support in monitoring bi-weekly, monthly, and quarterly workplans.
13.Collect necessary data related to the project implementation (infrastructure and shelter) and keep records and prepare daily, weekly, bi-weekly, and monthly reports as requested by the Shelter Officer.
14.When relevant, attend planning meeting with the program teams.
15.Support other programs with assessing the needs for hardware in livelihoods activities, assessing the equipment needed for cash for work activities and support in identifying skilled/unskilled workers.
16.Direct supervision of daily workers contracted in their area of responsibility including technical feedback, basic quality assurance, attendance tracking and progress monitoring.
17.Discuss with the program officers, adopt necessary precautionary measure for safety of workers, traffic management, and security of the community.
18.Willingness to conduct constant travel within the Area of Responsibility.
19.Lead in the technical coordination with the local authorities, community members, and beneficiaries to explain the intervention intended to take place,
20.Follow up with other departments in IOM for the process and needed intervention,
21.Perform such other duties as may be assigned.


Qualifications

• University degree in civil engineering from an from an accredited academic university or institute with four years of relevant professional experience; or
• High School Diploma with six years of relevant professional experience.
