Responsibilities
1.Assist Shelter/Settlements Officer to develop and operationalize a sustainable and holistic quality management system, including quality assurance and quality control (QA/QC) plan in support of QA/QC and field engineers within the area of responsibility (AoR).
2.Assist Shelter Officer to develop and incorporate required materials inspection and testing plan (ITP) procedures and inspection reports into Standard Operating Procedures (SoP).
3.Support Shelter Officer to develop the MIS system to manage and record all construction activities for infrastructure and shelter projects and regular review and improvement of the system.
4.Support to develop various debris removal and recycling program, testing and research for various usage of recycle material and coordinate with stakeholders.
5.Support Shelter Officer to develop and train engineers for all QAQC systems, regular follow up and monitoring their implementation and provide necessary input for further development of the systems.
6.Conduct spontaneous QC inspection visits to the construction projects, in coordination with QA/QC engineers and representatives from relevant governmental authorities.
7.Prepare site inspection plans and share with site engineers, QA/QC engineers, and office engineers.
8.Guide site engineers and QA/QC engineers within the AoR in the preparation of technical construction documents (Technical Specification, design, QC plan, HSE plan & ITP)
9.Perform QA/QC inspections during and post-construction. Submit all QC inspection reports to the Infrastructure Coordinator and office engineers.
10.Support Shelter Officer to conduct regular QA/QC and safety meetings with field staff, stakeholders and contractors on the progress of work and/or work-related remedial measures (if any)
11.Arrange/ensure the timely inspection and approval of all materials/equipment/completed installations at the site and maintain required records.
12.Lead the process of sample check and inspection provided for each activity to align with the needed global, national and required standards,
13.Follow up on QA/QC submitted non-conformance activities and provide recommendations for corrective and preventive action compliant with the project's specification and BOQ, and ensure that standard QC/QA reports are comprehensive and complete.
14.Support Shelter Officer to established and maintain quality records in conformance with QA/QC terms.
15.Any other duties as may be assigned by the direct supervisor.

Qualifications
• Master’s degree in civil engineering/architecture or related field from an accredited academic university or institute with 2 years of relevant professional experience
• University degree in the above fields from an accredited academic institution with five years of relevant professional experience.
