Responsibilities
Tasks to be performed under this contract:
•
Develop, consolidate, and maintain an up-to-date database of key contacts within Arab and Gulf embassies in Syria
•
Support structured outreach and engagement with identified embassies through meetings and regular communication
•
Track, document, and share updates on potential funding opportunities, donor priorities, and areas of interest
•
Support preparation of briefing notes, talking points, and meeting summaries as required
•
Coordinate closely with PSU, Government Liaison, and relevant programme teams to ensure alignment of messaging

Provide periodic updates to management on engagement progress and emerging opportunities

Performance indicators for the evaluation of results
•
A regularly updated database of key focal points in Arab and Gulf embassies is established and maintained, covering agreed priority missions.
•
Number and quality of structured engagements conducted with targeted embassies (e.g. bilateral meetings, briefings, follow-ups) in line with the outreach plan.
•
Timely identification, documentation, and internal dissemination of potential funding opportunities, donor priorities, and thematic interests relevant to IOM Syria.
•
Quality briefing notes, talking points, and meeting summaries prepared for management and programme teams.
•
Evidence of effective coordination with PSU, Government Liaison, and programme teams, reflected in consistent messaging and aligned engagement approaches.
•
Periodic progress updates and analytical summaries submitted to management as agreed, highlighting engagement status, risks, and emerging opportunities.
•
Positive feedback from PSU and relevant internal stakeholders on the consultant’s contribution to external relations, information management, and donor engagement.
•

Qualifications
Education, Experience and/or skills required
•
Bachelor’s degree in External Relations plus 2 years of work experience in External Relations and Donor Engagement
•
Master’s or Equivalent or Higher in External Relations
