Responsibilities
Job Responsibility #1: MEAL System Design, Strengthening and Management
• Support in designing, improving, and operationalizing the MEAL system in alignment with FCA standards.
• Develop baseline, midline, and endline tools, including qualitative and quantitative data collection instruments (surveys, FGDs, KIIs).
• Oversee data collection processes, data entry, and accurate data management for all program components.
• Support program teams in proposal development, ensuring results frameworks, indicators, MEAL plans, and logical frameworks meet donor and FCA quality standards.
• Build synergies with partners and field teams to ensure harmonized MEAL practices.

Job Responsibility #2: Planning, Monitoring and Reporting
• Support the implementation of MEAL Plans and track progress of project indicators and targets.
• Lead analysis processes such as vulnerability assessments, PDMs, monitoring reports, and field data reviews.
• Assess progress towards objectives and provide timely recommendations for course corrections.
• Maintain accurate and updated MEAL databases, reporting forms, indicator tracking tools, and program documentation.
• Lead qualitative and quantitative data collection planning including gender disaggregated data.
• Support the development of donor reports, internal monitoring reports, and program performance summaries.

Job Responsibility #3: Accountability and Feedback Mechanisms
• Establish, manage, and document Feedback, Complaint and Response Mechanisms (FCRM) in line with Core Humanitarian Standards (CHS).
• Ensure accountability standards and indicators are integrated across program activities.
• Train staff and partners on accountability concepts, community participation, and safeguarding.
• Produce clear accountability reports demonstrating trends, lessons learned, and program responsiveness.
• Provide clear information about the organization, its visiion and vlaues, and contirbute to awareness-raising initiatives regarding FCA’s safegaurding measures, including the Code of Conduct and PSEA, while offering relevant support to staff and volunteers.

Job Responsibility #4: Evaluation, Learning, and Knowledge Management
• Plan and coordinate internal and external evaluations in line with MEAL plans and donor requirements.
• Conduct quality control checks on data collected, including cleaning, verification, and validation.
• Analyze program data for outputs, outcomes, impact, trends, and time-series monitoring.
• Document and share lessons learned, best practices, and evidence to support adaptive programming.
• Conduct regular field visits to ensure compliance with MEAL systems, data quality, and accountability commitments.
• Guide program teams in using evidence for decision-making and improvement.

Qualifications
• Minimum a Bachelor’s degree in Humanitarian studies; Anthropology; Statistics, Management; Development Studies; Social Sciences or MEAL.
Experience
• At least 3 years of experience in the monitoring and evaluation of humanitarian and development projects
• Very good experience in designing and developing data colleaction tools using digital platforms (such as KOBO)
• Project cycle management using results frameworks and/ or logical.
• Strong understanding of technical standards and institutional donor rules and regulations in Quality and MEAL.
• Knowledge of remote management of MEAL design and quantitative and qualitative evaluation
• Experience in developing and monitoring MEAL Frameworks in the following thematic sectors (according to standards of the relevant national coordination sector/s) is a plus: (Educational Sector, Food security, WASH, and Livelhood) and MEAL frameworks for different CASH modalities.

• Proven strategic thinking and planning skills including ability to think creatively, analyze and be innovative, set priorities, manage work plans and evaluate progress.
• Proven technical skills in data management, MEAL and assessments with experience related to monitoring and evaluation of projects
• Demonstrated ability to lead & work in a team.
• Excellent and proven organizational skills.
• Highly developed relationship, negotiation and interpersonal skills.
• Excellent written, oral and presentational communications skills
