Responsibilities
Project Implementation and Technical Oversight
Oversee the daily operations of health facilities and nutrition centres, ensuring that medical protocols and nutrition guidelines
Develop and maintain detailed implementation plans, procurement schedules, and recruitment timelines to ensure project milestones are met on schedule.
Provide ongoing technical support and mentorship to health workers, nurses, and nutrition assistants, identifying capacity gaps and organizing relevant training sessions.
Coordinate with the logistics and procurement departments to ensure the timely delivery of essential medicines, and medical equipment.

Monitoring, Evaluation, and Reporting
Review and validate weekly and monthly health and nutrition data collected from the field, ensuring accuracy before submission to the M&E department.
Monitor project indicators against targets, identifying challenges or deviations in real-time and proposing corrective actions to the Program Manager.
Lead the drafting of high-quality narrative reports for donors, highlighting achievements, case studies, and lessons learned during the implementation period.
Conduct regular monitoring visits to project sites to assess the quality of care and ensure compliance with SAMS’ internal standards and safety protocols.

Coordination and Representation
Represent SAMS in local health and nutrition clusters, technical working groups, and coordination meetings with UN agencies (WHO, UNICEF) and other NGO partners.
Work closely with the Finance, HR, and Logistics teams to ensure integrated project management and compliance with organizational policies.
Maintain strong relationships with local authorities, community leaders, and beneficiaries to ensure project acceptance and smooth implementation in complex environments.

Quality Improvement and Protection
Ensure that all health and nutrition services align with the Sphere Standards and the Core Humanitarian Standard (CHS).
Ensure that protection principles, including Gender-Based Violence (GBV) risk mitigation and Child Protection, are mainstreamed across all health and nutrition activities.
Support the implementation of Accountability to Affected Populations (AAP) mechanisms, ensuring that beneficiary feedback is collected and addressed.

Job Specifications
This Position involves regular field travel to project sites. The candidate must be comfortable working in a dynamic environment and have a strong commitment to SAMS’ humanitarian mission.


Qualifications
A university degree in Medicine, Public Health, Nutrition, or a related Health Science field is required
Advanced certifications in Project Management or Humanitarian Response are highly desirable.
Proven experience in managing primary and secondary and nutrition health projects
Demonstrated experience working in the Syrian context or similar complex emergency environments.
A minimum of 3 to 5 years of professional experience in health and nutrition project management within a humanitarian or NGO context.
Excellent report-writing skills in English and fluency in Arabic.
Strong understanding of the Syrian health system and the challenges of delivering healthcare in conflict zones.
Proficiency in data analysis and the use of health information systems (e.g., DHIS2). --Professionalism: Demonstrated knowledge of health and nutrition standards and a commitment to humanitarian principles.
Leadership: Ability to motivate field teams and manage diverse groups of medical professionals under pressure.
Communication: Clear and effective communication skills, both written and verbal, for diverse audiences.
Problem Solving: Analytical mindset with the ability to identify bottlenecks and implement creative solutions.
Cultural Sensitivity: Deep respect for local customs and the ability to work effectively in a multi-cultural environment.
Training in Community-based Management of Acute Malnutrition (CMAM) and Infant and Young Child Feeding (IYCF) is highly desirable.
Training in humanitarian standards (e.g., Sphere, CHS) and protection principles (e.g., GBV, Child Protection).

Additional Information:
Due to the nature of SAMS’ work, working hours may vary during peak periods such as proposal development, project closure, or emergencies. Staff are expected to be flexible and available beyond regular working hours when required.
