Responsibilities
Key performance areas and main responsibilities:

Main responsibilities:

Payroll:

•Prepare the payroll internal and external documents
•Prepare and check all earnings and deductions related to payroll elements
•Prepare the End of Service payment/ Calculate end of service clearance in coordination with Finance department and ensure timely payment for departing employees.
•Validate all payroll results in coordination with Finance before payroll closure.
•Answer employees’ inquires on payroll related issues and handle received complaints.
•Ensure payroll amounts are in the bank , Coordinate with the bank concerning all salary domiciliation matters
•Prepare the annual list for the Social Security
•Prepare any needed documents related to the social security
•Prepare the needed documents for the income taxes Payments
•Withdrawal of the monthly payment for the Social Security ensuring sending all required documents and information to the finance department.

Recruitment:
•Support in recruitment process / Advertise vacant positions , arrange for tests, prepare interview packs; send out rejection/regret emails based on interview scores; prepare long list applicants according to job requirements; and forward to HR mangers for further shortlisting
•Assist in communication with candidates and schedule interviews.
•Conduct reference check with applicant
•Send job offers to successful candidates and arranging for the relevant documentations to be handled to HR department to proceed with hiring procedures.
•Assist in the preparation of new English and computer test written needed
•Manage and update HR database with different information such as new hires, terminations, warnings, vacation, and days off hard and soft copies.

Personnel :
•Prepare employment contracts, Service contract and registration process with Social security
•Prepare and follow up resignation, end of contracts documents (clearance form, certificate of employment…)
•Administer attendance sheet, leaves, sick leave, overtime for SOS staff.
•Prepare HR monthly report
•Complete termination paperwork and exit interviews.
•Enter and update HR data

HR areas based on the HR cycle

•Drafts staffing patterns of care professionals, child development co-workers according to regional standards, national legal and organisational requirements. Processes the approval procedure in accordance to programme development.
•Supports the responsible leaders in updating SOS parents, Youth care co-workers job profile and job description according to HR standards and keeps an overview on quality.
•Designs recruitment processes for care professionals based on needs and requests.
•Follows up the alignment of national recruitment documents and processes for main care givers with regional and global reference documents.
•Supports in the development of onboarding programme upon request and follows up.
•Designs and organises theoretical and practical training for care professionals according to global and regional documents and selects qualified trainers in close cooperation with AC Advisor; Follow up of the implementation.
•Monitors PAT implementation for care professionals.
•Supports responsible leaders in PAT implementation.

Audits
•Supports audit preparation, conduct and develops an action plan based on audit recommendations and supports implementation.


Child Safeguarding (CS)
•Child protection is everyone's responsibility
•Responsible within own area of work to prevent and protect children of all forms of abuse, abandonment, exploitation, violence and discrimination based on SOS Child Protection Policy principles
•Responsible for reporting any CS suspicion, concern, allegation or incident immediately following Child Safeguarding reporting procedures. CS reports should be made to the national CS focal person or any other member of the national CS team and/or to the respective line manager
•Carries out recruitment processes with a strong focus on preventing potential CS risks, including mandatory police and background checks.
•Responsible to raise awareness of the SOS Child Protection Policy principles and to prevent and protect children from all forms of abuse, abandonment, exploitation, violence and discrimination.
•Carries out CS risk assessment within his/her area of work and ensures that relevant actions are put in place to mitigate existing and possible CS risks.
•Responsible to report any CS suspicion, concern, allegation or incident immediately, following Child Safeguarding reporting procedures. CS reports should be made to the national CS focal person or any other member of the national CS team and/or to respective line manager.



Qualifications
Bachelor/license Degree in Human Resources or Law or any other related field, preferred Advance degree in Business.

-Minimum 5 years’ experience in relevant field

-Professional level of English and Arabic languages.

-Proficient of MS Office package and proficient user of HR software.

-Good knowledge of employment law and Syrian law.
