Responsibilities
The MEAL Officer, reporting to the MEAL Coordinator, will be based in Aleppo and is responsible for supporting the implementation and strengthening of Monitoring, Evaluation, Accountability, and Learning (MEAL) systems for all AVSI projects across Syria. The officer will work closely with the MEAL Coordinator and project teams to ensure quality data collection, cleaning and analysis, management of data management systems, timely reporting, and the promotion of accountability and learning within the organization.Main tasks and responsibilities:
The MEAL Officer will be responsible for the following tasks, with consistent guidance and support from the MEAL Coordinator:
A. MEAL Systems Implementation and Support
• Assist the MEAL Department in developing and implementing project-specific MEAL plans, ensuring they align with project log frames and generate regular information on progress.
• Support the creation and digitization of data collection tools (e.g., on Activity info data management platform) for routine monitoring, surveys, and assessments.
• Support in the maintenance and management of AVSI’s data management platform (Activity Info).
• Contribute to the design and execution of baseline and endline assessments by participating in field data collection and preliminary report drafting.
B. Project Monitoring and Data Management
• Design activities monitoring tools under the guidance of the MEAL Coordinator, upload them on AVSI’s Information Management platform (Activity Info) and test them.
• Conduct regular monitoring visits to project sites to verify activities and collect data, utilizing both quantitative and qualitative methods.
• Provide training and support to field enumerators or program staff and monitor data collection activities to ensure data quality.
• Perform data entry, cleaning, and basic analysis of collected data to identify trends and track progress against indicators.
• Conduct cross-checks of beneficiary lists to ensure compliance with selection criteria and to identify duplications.
• Maintain the project's beneficiary and output databases, ensuring data is accurate, up-to-date, and securely stored.
• Highlight deviations from the original plan and propose corrective actions.
• Prepare and share monthly updates on MEAL activities and output trackers with the MEAL Coordinator, highlighting any deviations from the plan.
C. Accountability and Learning
• Support AVSI’s Feedback and Complaints Response Mechanism (FCRM) when necessary, including by logging feedback from various channels (helpline, suggestion boxes), following up on cases when requested by the MEAL Coordinator, and promoting the use of FCRM channels by the project participants (beneficiaries) and project staff.[OH2.1][LB2.2]
• Promoting the adherence to Basic Humanitarian Principles, Core Humanitarian Standards and AVSI’s Policies, the respect of the Do Not Harm approach and Accountability Against Affected populations, in all project activities and flagging potential deviation from such principles and standards when observed during activities implementation.[OH3.1]
• Help identify and document potential success stories, lessons learned, and best practices in collaboration with the program team.
D. Continuous Learning and Skill Development
• Participate in assigned training and coaching sessions to enhance technical MEAL skills.
• Work with the MEAL Coordinator to identify learning needs and areas for skill enhancement.
• Take on increasingly complex tasks and responsibilities as competencies develop.


Qualifications
• Experience:
o At least 2 years of relevant experience in monitoring, evaluation, accountability, and learning in the humanitarian aid or development sector.
o Demonstrated experience in monitoring tools, database management, data collection, data quality assurance, analysis, and reporting.
o Experience in supporting assessments, evaluations, accountability mechanisms, and learning processes.
o Experience working with quantitative and qualitative data collection methods.
o Experience with data collection tools such as KoBo Toolbox and Activity Info.
o Strong proficiency in MS Office, especially Excel.
o Experience with databases, dashboards, and data analysis tools is an asset.
o Knowledge of Power BI, SPSS, Q-GIS or similar systems is an advantage.
