Responsibilities
1.Monitoring & Evaluation (M&E)
-Support the program team in setting up the M&E indicators for output/outcomes/impact levels in project design.
-Ensure appropriate use of the MEAL systems to guide project start-up, implementation, adjustment, accountability, and learning in compliance with HEKS/EPER MEAL Guidelines and Minimum Requirements for MEAL.
-Develop M&E plans, including the required tools and templates, per HEKS/EPER and donor requirements.
-Support the program team in the development of ToRs and data collection tools for surveys, needs assessments, and mid-term and project reviews/evaluations, including sampling and assessment methodologies
-Support team in the development of ToRs and data collection tools (Household questionnaires, FGDs, and KIIs) for surveys (Baseline, endlines, PDM, and beneficiaries' verification, etc.).
-Support team in supervising the data collection and analysis for key MEAL products and generating quality and timely reports.
-Undertake regular field visits to support MEAL implementation and identify milestones and challenges where adaptations may be needed; regularly track the progress of all targets and indicators within the M&E plan and keep MEAL tools and databases up to date.
-Ensure proper archiving verification methods.
-Responsible for reporting to the humanitarian community (Sectors and 5Ws);
-The Senior MEAL officer will take the lead in developing the beneficiary criteria for the FSAL intervention, in close coordination with the FSL Manager, and ensure that beneficiary registration is carried out independently by MEAL through field enumerators.
-Responsible for managing the MEAL budget allocated to different grants and ensuring that the budget is utilized by the end of each grant closure.
2.Accountability to Affected Population:
-Monitor and guide the implementation of a participatory approach and transparency principle across all activities.
-Support the establishment and maintenance of FCRM and ensure that data is shared with the program and management for monthly improvement.
-Support the timely resolution of complaints received from beneficiaries and stakeholders.
-Ensure that beneficiary feedback and complaints are protected in accordance with confidentiality and data protection requirements.
-Promote and secure a safe working environment for reporting concerns and breaches and ensure that all reported cases are handled confidentially and that proper data protection is maintained.
-Support investigation of sensitive complaints, if required by the Senior Management Team.
3.Learning:
-Support organizing lessons learned workshops and ensure proper documentation and dissemination of those events.
-Provide support and guidance in completing MEAL-related tasks, such as training volunteers and/or the program implementation team on data collection, accountability to the affected population, and best practices.
-Actively participate in the MEAL community of practice moderated by the MEAL department in HQ or other forums, such as sector meetings, when required.
-Support the line manager in establishing or updating MEAL systems and standard operating procedures to reflect lessons learned and best practices in light of the mission requirements and Syrian context.
The tasks and responsibilities defined in the Job description are not exhaustive and can evolve depending on the project's needs. The expert could be requested to perform other tasks as his/her Line Manager may judge necessary.

-Minimum a bachelor's degree in social sciences/anthropology/ Development Studies/ Statistics or any other relevant field.
2.Knowledge and Training
-Excellent working knowledge of MEAL principles and practical implementation.
-Project cycle management concepts, processes and tools, and experience in leading participative processes.
-Demonstrated experience in emergency response MEAL.
-Knowledge of existing good practices and current issues in MEAL work.
-Report writing and data analysis.
-Team building and leading.

-At least 2-3 years of experience in MEAL at a similar level in other INGO or UN agencies.
-One year of experience in reporting with an INGO.
