Responsibilities
Procurement:
•Ultimate responsibility for effective and compliant procurement and asset management practices for all CoE.
•Refine procurement management systems and processes to ensure following the CoE policies and they are in accordance with SAMS and donor policies and US and Syrian laws.
•Ensure procurement staff work in close collaboration with CoE program/ projects staff to plan and coordinate procurement needs.
Logistics Management:
•Oversee delivery of all logistics activities and ensure compliance with CoE, local regulations, donor and SAMS policies.
•Develop new processes for shipments and fleet teams to ensure efficiency regarding time and cost, according to the needs of CoE.
•Collaborate with SAMS Country Office on the CoE warehouse management and ensure correlation with other departments in asset management manner.
HR Management:
Strategic workforce management:
•Ensure SAMS organizational policies and systems are the basis for CoE human resource policies and systems.
•Ensure CoE program human resource processes are in accordance with SAMS Syria and local labor laws.
Recruitment and orientation:
•Ensure all CoE's staff have job descriptions and are aware of their responsibilities.
•Design a sourcing strategy to identify qualified candidates.
•Manage the interview process with relevant supervisors.
•Work with senior country management to decide salary offers.
Ensure effective orientation processes for new hires
Performance and professional development
•Develop and implement a performance management system.
•Ensure each position has performance objectives.
•Advise supervisors in determining appropriate disciplinary plans of action.
•Design reward systems beyond annual salary increases.
Staff management:
•Develop performance objectives for each staff and evaluate staff according to CoE's policies and in a manner that does not conflict with SAMS HR policy.
•Develop professional development plans for CoE staff.
•Build an effective team approach ensuring project staff are working together effectively.
•Hold weekly team meetings with staff for planning purposes, information sharing and problem solving.

Qualifications
•University degree in business management or related area.
•5 years and above experience in Operation management including 3 years at managerial level.
•3 years and above in NGO experience.
•Profession in Arabic and English
•Advanced knowledge in Supply chain and a computer skills

Salary and Benefits
The salary will be defined according to the SAMS salary scale.
