Responsibilities
GENERAL DESCRIPTION
Under the management of the Program Manager, the Project Officer Liaison contributes to the timely and quality implementation of La Chaîne de l’Espoir activities in the Damascus and Rural Damascus governorates. He/she acts as CDE's day-to-day liaison focal point with the supported primary healthcare centers (PHCs) and hospitals, the Ministry of Health (MoH), the Directorates of Health (DoH) and other relevant entities, and provides programmatical, logistical and administrative support to the organization of trainings and other project activities.
MAIN RESPONSIBILITIES
Project cycle management
Ensures regular field visits and participates to the activities implementation (trainings, support to health facilities, community outreach, etc.);
Support the Program Manager to ensure timely and quality implementation of the projects;
Contribute to an effective activities follow-up, in line with the projects' objectives;
Ensure coherence and synergies between the projects where possible;
Contribute to the revision and creation of the tools necessary to ensure quality project implementation (detailed implementation plan, standard operating procedures, etc.);
Submit monthly reports on project achievements to the Program Manager;
Regularly documents and communicates challenges, lessons learnt and best practices;
Pro-actively proposes to the Program Manager any adjustment of the project whenever needed (change of circumstances, delay in the implementation, adaptation of tools, etc.);
Liaison with health authorities and facilities
Acts as CDE's day-to-day liaison focal point with the Ministry of Health, the Directorates of Health of Damascus and Rural Damascus, and other relevant authorities and entities, under the guidance of the Program Manager;
Maintains regular working relationships with the management of the PHCs and hospitals supported by the project, facilitating access of CDE and partner teams, the follow-up of activities and the resolution of day-to-day operational issues;
Prepares, submits and follows up official correspondence, requests for approvals, permits and facility-access authorizations, and maintains an updated tracker of submissions, approvals and deadlines;
Organizes meetings between CDE, health authorities, facility management and other entities; prepares minutes and follows up on agreed action points;
Supports the organization of field visits, donor visits and international missions (programs, approvals, access, schedules), in coordination with the Program Manager and the support departments;
Training organization and administrative support
Supports the planning, logistical organization and administration of trainings for PHC staff, hospital staff, community health workers and ambulance providers (venues, schedules, invitations and nominations through MoH/DoH channels, attendance sheets, training materials and certificates);
Coordinates with the Logistics department for the procurement and delivery of training supplies, and with the Finance department for related payments, in line with CDE and donor procedures;
Maintains complete training records (attendance, pre/post-test results, certificates) and shares them with the Program Manager and the Data Analysts for monitoring and reporting purposes;
Information management, Monitoring, Evaluation, Accountability and Learning (MEAL)
Supports the Program Manager with the monitoring aspect of the projects (regular update of the detailed implementation plan, beneficiaries counting, etc.);
Updates the project trackers and database on a regular basis;
Supports the Program Manager with the evaluation aspect of the projects (facilitate the evaluations performed by external consultants by providing data, accompanying in the field, etc.,
Supports the Program Manager with the accountability aspects of the projects (ensures adequate means of communication are set between CDE and beneficiaries and partners)
Responsible of feedback, complaint and response mechanism.
Supports the Program Manager with the learning aspect of the projects (participate to lessons learnt exercises, contributes to ensuring the institutional knowledge is used considered for next projects).
Partnership and networking
Acts as a focal point of coordination with partners and supported health facilities, as per the agreements in place;
Coordinates closely with the MoH, DoH, facility management and partners for setting up trainings, awareness sessions and other project activities.
Develops and maintains relationships with relevant field stakeholders;
Reporting
Supports the Program Manager in preparing donors’ programmatic reporting;
Contribute to identifying and sharing positive and success stories;
Management
Sets-up and follows-up action plans where necessary;
Performs all the necessary administrative tasks required by a manager; Any other tasks as requested by the Program Manager.
Safeguarding, protection mainstreaming and compliance
Ensures consistent application of CDE's Safeguarding, PSEAH, Child Protection and Code of Conduct policies across all project activities, partners and contractors.
Mainstreams protection, gender, disability and conflict-sensitivity (Do No Harm) throughout project design, implementation and monitoring.
Receives and refers to safeguarding and PSEAH concerns through CDE's reporting channels without delay; reinforces team awareness of reporting mechanisms.
Ensures all beneficiary data is handled in line with CDE's Data Protection Policy and donor data protection requirements.
Emergency preparedness and response
In coordination with the Head of Mission, contributes to mission-level contingency planning and leads project-level emergency preparedness for the CDE intervention area.
In the event of a sudden-onset emergency or significant deterioration of the context, supports activation of the Crisis Modifier and reorganizes project priorities in line with humanitarian principles.
Maintains situational awareness of the operational context and feeds context updates into security and access decision-making.
Others
Develops a communication and visibility plan (flyers, brochures, success stories, etc.)
Supports in the preparation and conduction of audits as regards the programmatic aspects
Is responsible to ensure timely and adequate archiving of the programmatic documents (soft and hard)
Any other tasks as requested by the Head of Mission.

PROFILE
Academic background
Bachelor's degree in the humanitarian project cycle management or any similar field [required]
Paramedical training related to mental health; orthopedic pediatric or early detection methodologies is a plus.
Working experience
At least 2 years of experience with similar responsibilities (required)
Experience within the humanitarian sector [required] Experience within the health sector is a plus
Experience in gender and/or protection-related topics is a plus
Experience in liaison, representation or coordination with public authorities (Ministries, Directorates of Health, local administration) [required]
Experience in the logistical and administrative organization of trainings, workshops or events [required]

About us
La Chaîne de l’Espoir (CDE) is a French non-profit organization founded in 1994. Its mission is to ensure that every woman and child has access to the medical care they need, regardless of where they are born. Specialized in pediatric and cardiac surgery, CDE delivers surgical care to those who cannot access it locally, strengthens hospitals and trains medical teams in partner countries, and supports education and primary healthcare for women and children, in close partnership with local medical networks.
