GENERAL DESCRIPTION
Under the direct supervision of the Medical Coordinator with technical support from our Infrastructure and Biomedical Department, the Biomedical Program Officer is responsible for coordinating the planning, implementation, monitoring, and quality assurance of biomedical activities across CDE-supported health facilities. The position aims to strengthen the functionality, safety, and sustainability of medical equipment and biomedical systems in hospitals, primary healthcare centers (PHCs), and specialized healthcare facilities.
Acting as the field representative for biomedical strategy and quality standards, the Biomedical Program Officer ensures the effective and compliant management of medical equipment, including installation, maintenance, calibration, inventory , user training, and technical support according to Ministry of Health standards, donor requirements, manufacturer recommendations, and international biomedical engineering practices. The Biomedical Program Officer is also strengthening maintenance capacities in structures supported.
This role contributes to improving the quality and continuity of healthcare services by ensuring the availability, functionality, and proper utilization of medical equipment, while supporting capacity building of healthcare personnel and reinforcing biomedical competencies within supported facilities.
MAIN RESPONSABILITIES
Biomedical Program Implementation:
Lead the implementation of biomedical activities in accordance with project objectives, workplans, and donor requirements.
Participate in the assessment of healthcare facilities in terms of biomedical aspects, human resources, equipment, and management tools.
Identify, map, and develop a network of potential biomedical suppliers and partners.Ensure biomedical activities are aligned with Ministry of Health standards and CDE technical approaches.
Conduct regular field visits to supported hospitals, PHCs, rehabilitation centers, and specialized units.
Medical Equipment Management and Maintenance:
Contribute to medical equipment inventories and needs assessments.
Develop and maintain updated equipment databases and asset registers, ensuring proper labeling, tracking, and documentation of all equipment.
Develop technical recommendations, equipment plans, and biomedical asset renewal strategies.
Carry out installations and ensure follow-up of interventions performed by external service providers, including verification of technical documentation received.
Monitor the functionality, utilization, and lifecycle of medical equipment in supported facilities, including maintenance schedules and replacement needs.Support and monitor the management of spare parts and technical consumables stocks.
Support preventive and corrective maintenance operations, as well as technical monitoring of biomedical equipment in healthcare facilities supported by CDE, to ensure proper functioning and safety.
Ensure maintenance records and service reports are properly documented.
Ensure the safe and compliant management of medical equipment in accordance with applicable standards, manufacturer recommendations, and biomedical protocols.
Identify and assess equipment-related risks, recommend mitigation measures, and contribute to quality improvement and patient safety initiatives.
Technical Support and capacity Bulding:
Conduct technical support missions for the installation, commissioning, and testing of medical devices.
Participate in, develop, and deliver training sessions for biomedical team in supported facilities.
Coordinate and monitor preventive and corrective maintenance activities for medical equipment, including the management of maintenance contracts and service agreements when applicable.
Provide training and user awareness sessions for healthcare staff (physicians and nurses), to promote the safe and effective use of medical equipment.
Provide technical guidance and mentorship to strengthen the capacities of biomedical local teams.
Develop tailored training sessions based on identified needs for biomedical technicians and equipment users.
Develop practical guidance materials and standard operating procedures (SOPs) to support users and strengthen operational practices.
Ensure medical equipment complies with safety standards and manufacturer recommendations.
Monitor adherence to biomedical engineering protocols and equipment management procedures.
Support risk assessments related to medical equipment and healthcare technology.
Participate in quality improvement initiatives and patient safety programs.
Identify equipment-related risks and recommend mitigation measures.
Procurement and Logistics Support:
Develop and review technical specifications for medical equipment procurement to ensure suitability and compliance with applicable standards.Participate in technical evaluations of biomedical equipment and suppliers.
Review equipment quotations and technical compliance documentation.
Support procurement planning and forecasting processes.
Coordinate with logistics teams regarding equipment transportation, installation, and storage requirements.
Ensure procured equipment meets technical specifications and project requirements.
Plans for equipment procurement, installation, commissioning, and decommissioning.
Coordination and Representation:
Coordinate with Ministry of Health biomedical departments and health facility management.
Collaborate closely with hospital directors, clinical departments, and technical teams.
Participate in technical meetings, assessments, and coordination forums as requested.
Support communication between healthcare providers, biomedical technicians, contractors, and suppliers.
Maintain effective collaboration with CDE technical and support departments.
Coordinate effectively with pools of experts or partner institutions.
Reporting:
Prepare field visit reports, assessment reports, and technical recommendations.
Contribute to donor reports and project updatesincluding indicator tracking dashboards, work plans, and budget monitoring.
Maintain proper archiving of technical documentation and equipment records.
Provide regular updates to the Medical Coordinator regarding progress, challenges, and recommendations.
Safeguarding, Protection and Compliance:
Ensure biomedical activities comply with CDE policies, donor regulations, and national standards.
Promote safe working practices and occupational health and safety measures.
Ensure proper management of sensitive technical information and facility data.
Support environmental management and safe disposal of obsolete equipment when required.
Adhere to safeguarding, PSEAH (Prevention of Sexual Exploitation, Abuse and Harassment), and CDE Code of Conduct policies.
Emergency Preparedness and Response:
Support emergency preparedness planning related to critical medical equipment and hospital systems.
Assess emergency equipment readiness and functionality.
Participate in rapid assessments during emergencies.
Support emergency deployment and installation of medical equipment when required.
Any other tasks as requested by the Medical Coordinator.

Qualifications
PROFILE
Academic Background:
Bachelor's degree in biomedical engineering, Medical Engineering, or a related field (required).
Master's degree in Biomedical engineering, Medical Engineering, or Health Technology Management, Working Experience:
Minimum 7-10 years of professional experience in biomedical engineering, medical equipment management, or healthcare technology.
Experience working in hospitals, healthcare facilities, or humanitarian health projects as biomedical engineering, or biomedical and technical department manager, Experience in medical equipment assessment, procurement, installation, biomedical maintenance, or Healthcare Management.
Previous experience with NGOs, UN agencies, or donor-funded projects is highly desirable.
Experience working in emergency and humanitarian settings is an advantage.
Specific Skills:
Strong knowledge of medical equipment management systems and biomedical engineering principles.
Experience with preventive and corrective maintenance procedures.
Solid knowledge of electrical, electronic, mechanical, and IT systems applied to biomedical equipment, with the ability to interpret technical schematics and documentation.
Ability to develop technical specifications and evaluate medical equipment.
Knowledge of healthcare facility infrastructure and clinical technologies.
Strong analytical, problem-solving, and troubleshooting skills.

La Chaîne de l’Espoir (CDE) is a French non-profit organization founded in 1994. Its mission is to ensure that every woman and child has access to the medical care they need, regardless of where they are born. Specialized in pediatric and cardiac surgery, CDE delivers surgical care to those who cannot access it locally, strengthens hospitals and trains medical teams in partner countries, and supports education and primary healthcare for women and children, in close partnership with local medical networks.
