Responsibilities
GENERAL DESCRIPTION
The Logistics & Procurement Officer implements and ensures the implementation of all CDE procedures applicable related to logistics and procurement. He/she is in charge of managing the procurement of goods and services and logistics aspects for CDE program and local branch in Syria in compliance with CDE internal procedures and good procurement procedures. He / she works under the supervision of the logistics and security Coordinator and coordinates directly with the relevant departments. In addition, the position supports operational functions, including the establishment of new offices and provide and procurement support.
Main RESPONSIBILITIES:
Logistics
Systematically seek the best quality / price / delivery time ratio for LCDE program and local branch.
Record and update the list/inventory of office equipment and other assets
Control the stock of materials and office supplies
Ensure the maintenance of the office building in order to ensure a sound working environment.
Record the reception and mailing of documents, letters, postal parcel
Support the operational organization of field trips and CDE programs/activities
Procurement
With the support of the Country Coordinator and Administration, HR & Finance Officer, develop a procurement for CDE project and office and ensure a proper planning for all purchases and contract management
Ensure a competitive and transparent process throughout the procurement cycle and undertake the purchase/rental of supplies, material, equipment, services and other items for the office and project in compliance with the rules and regulations of CDE procedures while seeking the required approval as per CDE authorization thresholds.
Manage and record all procurement files (including requests for commitment of expenditures, requests for quotations, quotations, analytical grid with selection decision, purchase orders, contracts, delivery notes, certificates of donations…) as per CDE procedures and good procurement procedure
Record and follow up on all procurement contracts for CDE project and office
Develop and maintain a suppliers’ database
Is responsible for maintaining a proper filing/archiving system for all procurement documents for LCDE office in Syria.

Fully adhere to work ethics (fighting against corruption and fraud, promotion child protection, preventing and protection from sexual exploitation and abuse, etc.)
Assist in terms of communication and translation
Ensure confidentiality of data and information related to beneficiaries of the program
Report any security, ethical or acceptance-related issues to his/her line manager
Participate actively in team meetings or any other relevant internal and external meetings
Perform any other additional duties upon instruction given by his/her line manager
TEAM RELATIONSHIP
The Logistics and Procurement Officer:
Is under the direct supervision of the Logistics and Security Coordinator in Syria
Handles external or internal communication to coordinate logistics and procurement aspects in line with CDE project deliverables
Liaises with CDE program team, logistics and procurement coordinator, management control officer, administrative and finance department and HR department as required
Provide support and guidance to the national team and partners in terms of logistics and procurement processes.

PROFILE
Professional Training:
Diploma in Business administration or equivalent diploma
Working experience:
Minimum 3 years of experience in logistics, procurement or administration
Working experience within NGO is a major asset
Specific Skills:
Strong and proved adherence to work ethics and compliance with sound procurement rules
Computer literacy: Microsoft Office, Excel
Good reporting and writing skills
Excellent interpersonal skills
Efficiency and oriented to results
Sense of team work in multicultural contexts
Languages:
Intermediate to Fluent level of English is required. (speaking, writing, reading)
Fluent in Arabic (speaking, writing, reading) [required]
French is a plus.

About us
La Chaîne de l’Espoir (CDE) is a French non-profit organization founded in 1994. Its mission is to ensure that every woman and child has access to the medical care they need, regardless of where they are born. Specialized in pediatric and cardiac surgery, CDE delivers surgical care to those who cannot access it locally, strengthens hospitals and trains medical teams in partner countries, and supports education and primary healthcare for women and children, in close partnership with local medical networks.
PROGRAM IN SYRIA
La Chaîne de l'Espoir has been present in the region since 2012, through operations in Lebanon, Jordan and Iraq. Following the February 2023 earthquake, CDE extended its support directly inside Syria through assistance to a hospital in Aleppo. In January 2025, CDE conducted two technical assessments in Syria, which informed the design of its current intervention in the country.
In 2026, CDE will start implementing its first in-country intervention, in the Damascus and Rural Damascus governorates. The project combines primary and secondary healthcare, specialized pediatric surgical care, integrated nutrition activities, and emergency preparedness.
