Responsibilities
In close coordination with the Shelter unit, the Civil engineer will be required to carry out the following tasks.
• Consolidate technical requirements/specifications for required shelter needs, for civil works including but not limited to rehabilitation, infrastructure, WASH projects, etc. according to the planned shelter requirement related to the Civil works within camps, urban areas, and rural settings in Hassakeh or any other tasks related to shelter activities as follows:
• Conduct site visits with the respective units.
• Facilitate joint assessments, needs analysis, and identification of gaps in all sectors, particularly in infrastructure, shelter projects in camps, urban areas, and rural settings in the area of operation.
• Gather information on shelter and infrastructure gaps to enable UNHCR’s decision-making for suitable interventions.
• Good understanding of the codes and applicable regulations/norms to support in the technical designing phase using engineering software and support in preparing detailed Scope of Works (SoW), Bills of Quantity (BoQ), drawings, and other documents as required in line with the unit-specific requirements.
• Develop implementation plans, and timeframes with project deliverable milestones, including schedules and timelines.
• Regular monitoring of the project including reporting of deviations, discrepancies, and/or deficiencies from the approved design, scope of work and bill of quantity (including materials used), and timeline, as well as proposition of remedial measures to mitigate consequences of deviations.
• Present periodic briefings for the contractor and UNHCR Project Management Team.
• Prepare written progress reports on a bi-weekly basis, recommendations, and proposed ways to address challenges.
• At the completion of each work phase, the Civil engineer should submit the overall project report, reflecting the history of the work progress in line with the proposed time plan, accompanied challenges, lessons learned, and the impact of shelter programs implemented directly by UNHCR or through partners against the set baselines and indicators as per the guidance and SOPs provided by UNHCR.
• Perform other tasks as required by UNHCR.

Qualifications
Project Context & Objectives:
The incumbent will cover the stated governorates for an initial period of 5 months. The Civil engineer covers the governorate of assignment monitoring sectors in Protection services, Shelter/CRI PDMs, Livelihoods and Camp Management and rehabilitation works.
Required Qualifications:
a. Education
• Minimum of university degree in Civil Engineering.
b. Experience
• Work experience in the area for a minimum of 6 years.
• Good leadership, networking skills and good knowledge of the area.
• Good presentation in basic English language and computer skills.
• Conversant with local culture and language of the area.
c. Key Competencies
• Civil Engineering & Technical Expertise (infrastructure, shelter, WASH projects).
• Design & Documentation (SoW, BoQs, drawings, compliance with standards).
• Project Management & Monitoring (planning, timelines, quality control, reporting deviations).
• Assessment & Analytical Skills (site visits, needs assessments, gap analysis).
• Coordination & Communication (working with units, contractors, and reporting to management).
d. Languages:
• Good presentation in basic English language and computer skills. Strong English skills to develop and share analytical reports to UNHCR.
