Responsibilities
-Lead end to end recruitment processes, including vacancy announcements, shortlisting, interview coordination, participation in interview panels, reference checks, and preparation of recruitment documentation.
- Prepare salary calculations and job offers in coordination with the Programme Support Manager.
- Follow up with selected candidates on employment documentation and communicate outcomes to unsuccessful applicants.
- Coordinate staff onboarding, induction, and orientation processes for new employees.
- Prepare employment contracts, amendments, service agreements, employee ID cards, and other HR documentation in compliance with local labour laws and Medair policies.

- Maintain accurate and up-to-date personnel records and HR databases, ensuring all employee files are properly scanned, archived, and compliant with Medair and donor requirements.
- Process employee lifecycle changes, including recruitment, transfers, contract amendments, and separations.
- Coordinate staff registration, amendments, and de-registration with relevant government authorities, including Social Insurance and Labour Directorates.
- Manage staff attendance, leave records, and related HR documentation in accordance with Medair policies.
- Support the review, update, communication, and implementation of HR policies, procedures, and the Staff Handbook, ensuring compliance with Medair policies, donor requirements, and local labour legislation.
- Prepare monthly payroll for national staff and payments for short-term workers, ensuring accuracy and timely submission of supporting documentation, in coordination with the Programme Support Manager.
- Prepare and reconcile social security contributions, claims, and statutory reports, including quarterly income tax reporting.
- Coordinate staff enrolment, amendments, and removal from health insurance schemes and liaise with providers on claims and related matters.
- Coordinate with Finance and relevant departments to ensure accurate staff coding and payroll records.
- Coordinate staff training and development activities based on organizational needs and performance review outcomes.
- Maintain training records and support the implementation of mandatory Medair training programmes.
- Organize training logistics, liaise with service providers, and support capacity-building initiatives.
- Support performance management processes through communication, tracking, documentation, and follow-up of appraisal cycles.
- Coordinate staff wellbeing initiatives and promote employee engagement activities.
- Organize and facilitate awareness sessions on Medair’s Code of Conduct, Ethics, Safeguarding, and other mandatory policies.
- Coordinate probation reviews and contract end-of-term evaluations, ensuring timely completion and documentation in collaboration with line managers.

Liaison And Government Relations

-Act as the focal point and liaison between Medair and relevant government authorities, ministries, departments, and external stakeholders, maintaining effective working relationships and ensuring timely follow-up.
-Coordinate and follow up on government submissions, including project approvals, reports, permits, applications, certifications, and other regulatory requirements through relevant government systems and channels, supporting the technical teams in the preparation and submission of project approval documentation.
-Coordinate visa, residency, and related administrative processes for international staff, ensuring compliance with applicable government requirements.
-Liaise with the legal advisor and relevant internal departments on government-related matters, including logistics documentation, certifications, official correspondence, and regulatory requirements.
-Support coordination across departments to ensure timely preparation and submission of required documents and responses to government authorities.


Qualifications
-Bachelor Degree in Business Administration, Human Resources, Public Administration, or a related field.
-Minimum 2 years of relevant professional experience for Bachelor's degree holders, or 4 years of relevant professional experience for Diploma/Institute degree holders.
-Experience in HR administration, recruitment, personnel management, payroll support, and liaison functions.
-Knowledge of Syrian labour law, social security regulations, and NGO HR practices.
-Experience working with an international NGO or humanitarian organisation.
-Experience dealing with government authorities, labour regulations, visas, and social insurance processes.
-Proficient in Microsoft Office applications, particularly Word, Excel, Outlook, and PowerPoint.

Specific Vacancy Requirements

-Starting date: September 2026

-Job Commitment: 6 Months subject to extension based on funding.

Salary and Benefits
Salary and conditions will be as per Medair Salary Scale for this position.
