Responsibilities
Position Purpose:
The Country Senior Procurement & Logistics Officer provides strategic oversight and leadership for procurement and logistics operations across the mission. The Senior Officer is responsible for high-level contract management, mission-wide supply chain planning, and ensuring rigorous compliance with international donor standards. This role acts as a bridge between the Logistics Manager and the operational teams to ensure efficiency and risk mitigation in a complex environment.
Main duties and tasks:
1. Procurement (Senior Oversight)
• Lead high-value national and international tenders, ensuring transparency and adherence to complex donor procurement guidelines (EU, UN, etc.).
• Implement mission-wide Procurement Plans in coordination with Program Managers to ensure proactive sourcing.
• Establish and manage Framework Agreements (FWAs) and Long-Term Agreements (LTAs) for essential goods and services to improve mission efficiency in collaboration with officers.
• Conduct advanced market analysis and risk assessments of the supply chain to advise the Country Manager on price volatility and availability.
• Approve technical specifications and bid analysis summaries for high-value purchases before final submission to the Manager.
• Collect updates on procurement procedures and share with the program team on a weekly basis.
• Update the procurement plan against the implementation performed and reported in the PRFU.
• Review the contract prepared by the officers before signing the contract.
• Review the payment request before submitting to finance.
2. Logistics & Fleet (Strategic Coordination)
• Optimize the mission-wide fleet management strategy, analyzing fuel efficiency and maintenance costs to reduce operational overhead.
• Coordinate with government ministries and customs authorities to manage international shipments, import permits, and tax exemptions.
• Oversee the country-wide warehouse strategy, ensuring centralized stock management and prepositioning of emergency supplies.
• Monitor the performance of all third-party logistics (3PL) providers and transport contractors, ensuring high service-level compliance.
3. Asset & Premises (Mission-Level Control)
• Validate the Master Syria Asset Register, conducting quarterly spot-checks on asset existence and condition across all mission locations.
• Direct the maintenance strategy for all high-value equipment (solar systems, generators) and guesthouse facilities mission-wide.
• Lead the search and negotiation for new mission premises, ensuring all lease contracts align with the organization’s legal and safety requirements.
4. Vendor & Contract (High-Level Administration)
• Oversee the Country Vendor Database, ensuring rigorous due diligence and anti-fraud vetting are completed for all high-level suppliers.
• Manage relationships with top-tier service providers, leading periodic contract review meetings to ensure value for money and service quality.
• Arbitrate and resolve complex disputes with vendors or service providers regarding contract performance or technical discrepancies.
5. Documentation & Reporting (Quality Assurance)
• Act as the final reviewer for all monthly Logistics reports, FWA tracker and PRFUs before they are shared with HQ or Senior Management.
• Lead the consolidation of logistics data for annual donor reports and project final evaluations.
• Ensure that the digital archiving system serves as a perfect mirror of physical files for remote audit accessibility.
6. Compliance, Audit & Leadership
• Act as the focal point for all internal and external audits, coordinating the gathering of evidence and drafting management responses to audit findings.
• Identify and mitigate logistics-related risks, implementing corrective actions across the mission to prevent recurring compliance gaps.
• Provide continuous technical training and capacity building for the logistics team and non-logistics staff on procurement SOPs and ethics.

Perform any other tasks assigned by the supervisor as required and related to the nature of work.


Qualifications
Job Requirements
Education & Professional Certifications:
• Degree: Business Administration, Economics, Engineering or a related field. (A Master’s degree is a strong plus).
• Professional Experience
• Years of Experience: Minimum of 4 years of progressive experience in procurement, logistics, and supply chain management.
• Sector Experience: At least 2 years in a senior or supervisory role within INGOs and NGOs.
• Audit & Compliance: Demonstrated experience in preparing, organizing, and managing procurement and logistics documentation for major international audits.

Technical Skills & Knowledge:
• Donor Compliance: Strong knowledge of donor procurement regulations and compliance requirements, Particularly for ECHO, SHF and other humanitarian funding mechanisms.
• Contract & Agreement Management: Advanced experience in drafting, reviewing, and managing high-value contracts, Framework Agreements (FWAs), and Long-Term Agreements (LTAs).
• Tendering Processes: Demonstrated experience leading high-value competitive bidding/tendering procedures.
• Warehouse Management: Solid understanding of warehouse operations, inventory control, stock management.
• Asset Management: Strong experience in both physical and digital asset management, asset tracking systems.
• Software: Advanced proficiency in MS Office (especially Excel for data analysis and reporting).

Language Requirements
• Advanced in English and Arabic, both written and spoken, is required.

• Commitment to ethical standards, transparency, and compliance with organizational policies and humanitarian principles.
• Ability to analyze markets, identify supply chain risks, and make informed decisions under pressure.
