Responsibilities
Key Responsibilities:
Set-up Phase
Support the roll-out of financial procedures, workflows, documentation standards, and financial management systems.
Support establishment of financial filing systems, accounting structures, budget monitoring tools, and reporting mechanisms.
Assist in establishing financial records, documentation systems, and financial trackers.
Support orientation of staff and stakeholders regarding financial procedures and compliance requirements.
Support assessments of partner financial systems, procedures, and financial management capacities.
Contribute to identifying finance-related capacity strengthening needs.
Support partners in establishing financial documentation, reporting, and tracking systems.
Assist in preparing finance-related guidance materials, templates, and tools.

Implementation Phase
Support partner organisations in the development and revision of project budgets in coordination with programme teams and the country director.
Conduct budget monitoring, expenditure tracking, variance analysis, and financial forecasting for assigned projects.
Prepare burn-rate analyses, financial planning inputs, and draft fund requests.
Identify potential under- or overspending risks and escalate concerns to the Finance Manager.
Support liquidity planning and resource optimisation processes.
Act as the first point of contact for routine finance-related requests from partners and programme teams.
Provide day-to-day guidance on financial procedures, budget management, and donor compliance requirements.
Ensure expenditures and supporting documentation are uploaded to WINPACCS or WP Cashbook in a timely manner.
Review routine budget revisions, forecasts, and supporting documentation prior to managerial validation.
Support programme teams in applying financial controls and procedures.
Maintain accurate accounting records, bookkeeping, and financial documentation in accordance with organisational and donor requirements.
Maintain financial records within accounting systems, including WINPACCS where applicable.
Conduct routine verification of financial transactions and supporting records, ensuring completeness and accuracy.
Prepare monthly financial reports, reconciliations, trial balances, and supporting documentation for review by the Finance Manager.
Support financial close-out processes, advance management, and financial settlements.

Financial Compliance, Risk Management and Audit Readiness

Conduct routine compliance checks on financial transactions, financial documentation, and partner financial records.
Conduct routine financial analysis and prepare recommendations and financial inputs for the Finance Manager
Monitor adherence to donor and organisational financial procedures in day-to-day operations.
Apply internal control procedures to ensure transparency, accountability, and proper documentation.
Identify, document, and escalate compliance concerns and financial irregularities to the Finance Manager.
Support the implementation of corrective actions and compliance improvement measures.
Prepare documentation and supporting records for internal and external audits.
Follow up on audit recommendations and corrective actions.

Partner Financial Oversight & Capacity Sharing
Conduct operational review of partner financial reports and supporting documentation.
Follow up with partners regarding missing documentation, clarification requests, and compliance issues.
Monitor the use of partner funds in line with donor and organisational requirements.
Support the harmonisation of financial procedures and reporting standards across partner organisations.
Provide day-to-day financial guidance and practical support to local partner organisations.
Support implementation, monitoring, and documentation of partner finance capacity strengthening plans under the guidance of the Finance Manager.
Support operational finance trainings, and onboarding sessions for partner organistations.
Support partners in project closure, reconciliation, and audit preparation.

Coordination and Overarching Tasks
Support finance-related communication between country office teams, partner organisations, HQ, and the Regional Finance Manager.
Ensure timely escalation of financial risks, compliance concerns, and operational challenges.
Contribute to compliance with internal and external financial standards and procedures.
Participate in coordination meetings and relevant finance discussions.
Support broader organisational priorities and undertake additional assignments as required


Qualifications
Education:
Degree or equivalent professional qualification in Accounting, Finance, Business Administration, or a related field

Experience:
Minimum of 3 years of relevant professional experience in financial management, accounting, donor compliance, or grant finance, ideally within humanitarian, development, or NGO contexts.
Recognized accounting qualification (e.g., CMA, CPA, ACCA) is considered as an asset.
Experience supporting donor-funded programmes and applying donor financial compliance requirements.
Experience with accounting systems and financial management tools, including MS Office and ideally WINPACCS.
Experience working with local partners and complex operational environments is highly desirable

Skills and Competencies:
Strong knowledge of financial regulations, accounting standards, internal controls, and donor compliance frameworks.
Strong financial analysis, budgeting, reporting, and financial monitoring skills.
Strong problem-solving skills and sound professional judgment.
Excellent organisational skills, with the ability to prioritize and manage multiple tasks under pressure.
Ability to work independently and collaboratively within diverse, cross-functional, and geographically dispersed teams, including virtual working environments.
Fluency in English and Arabic, both written and spoken
Willingness and availability to travel within Syria as required

The HLF Finance Officer supports the implementation of financial management processes for HLF-supported activities. The role is responsible for routine financial monitoring, accounting support, budget tracking, compliance reviews, partner financial follow-up, and the preparation of financial analyses and reports. The HLF Finance Officer serves as the first point of contact for operational finance matters arising from partner organisations and programme teams and contributes to the consistent application of sound financial management practices across HLF operations.
