Responsibilities
KEY Responsibilities:
The System Strengthening Manager will lead AFH's system strengthening and institutional capacity development interventions under the Syria Education Programme II (SEP II). The position is responsible for improving education governance, strengthening institutional systems, enhancing coordination between stakeholders, and supporting evidence-based education sector reforms across Syria.
The role provides strategic leadership on organizational development, governance, policy development, capacity building, partnership management, and education system strengthening to ensure sustainable improvements in education service delivery.
System Strengthening and Governance
•Develop and implement strategies to strengthen education systems in conflict-affected contexts.
•Support the development and revision of policies, procedures, operational guidelines, and implementation protocols.
•Promote sustainable institutional strengthening approaches across education actors.
•Provide technical leadership on governance systems and accountability mechanisms.
•Identify institutional gaps and recommend practical system improvements.
Program/Technical Delivery
•Provide technical guidance on education governance and system reform in full collaboration and engagement with ministry of Education.
•Ensure programme implementation aligns with education international standards and best practices.
•Promote evidence-based decision making.
•Identify operational challenges and develop innovative solutions for education programming.
Partnership & Stakeholder Engagement
•Serve as the primary liaison between AFH, Education Directorates, local NGOs, and programme partners.
•Strengthen collaboration among education stakeholders.
•Co-lead the SEP II Partnership Committee alongside the consortium lead.
•Act as Secretariat for the Partnership Committee.
•Coordinate quarterly partnership review and reflection meetings.
•Promote effective information sharing and joint planning.
Capacity Building
•Design and deliver institutional capacity strengthening initiatives.
•Conduct training programmes for Education Directorate staff and partners.
•Mentor government counterparts and local organizations.
•Strengthen organizational development capacities within education institutions.
•Support knowledge management and institutional learning.
Resource Management & Compliance
•Ensure financial accountability and compliance with donor/INGO standards.
•Manage budgets and support audits as required.
Team Leadership & Capacity Building
•Supervise and mentor staff, interns, and/or volunteers.
•Promote a culture of inclusivity, accountability, and innovation.

Qualifications
Qualifications and Education Requirements:
•Bachelor's degree in education, Public Administration, Organizational Development, Social Sciences, International Development, or another relevant field.
•Master's degree is desirable and added value.
General Work Experience:
•Minimum 5 Years experience in education systems strengthening, organizational development, governance, Humanitarian development Work, or institutional capacity building.
•Experience working with Education Directorates or government institutions.
•Experience supporting donor-funded education programmes.
•Proven experience in partnership coordination and stakeholder engagement.
Skills:
•Languages:
Excellent in English (Writing-Reading-Speaking).
Excellent in Arabic (Writing-Reading-Speaking).
•Computing:
- advanced level in Microsoft Office (excel, word, outlook, teams, etc,).
