Responsibilities
Objective 1: (To ensure successful implementation of WASH activities according to ACF and humanitarian agreed standards and protocols, as well as to validated plans, budget, and timeframes)
-Conduct assessment and identification of communities WASH and infrastructure priority needs as directed by the line manager
-In close coordination with Program Manager, develop and update implementation plans related to W&R activities, under different projects in Hama base to achieve project outcomes and results.
-Ensure timely implementation and monitoring of W&R project activities.
-Ensure that projects target beneficiary sites/units most in need and explore and assess new and better ways to assist.
-Provide data and information necessary for development of project concept notes and proposals
-Contribute to the implementation of the log/kit forms and procedures relating to the supply chain, procurement, transport/movement.
-Preparation of projects technical documents (Bill of quantity, drawings, technical specifications etc.) and ensures its accuracy and quality.
-Contribute to the supervision of specific project (s) budget forecast and follow up and participate in the design of new budgets.
-Assist in developing works packages for contractors: BoQs, technical specifications and special conditions on the contracts.
-Ensure quality and quantity of goods and services received from contractors/suppliers and that these are compliant with contract, sector, ACF and donors’ standards
-Ensure that the implementation of WASH and Infrastructure activities are being done as agreed with local authorities and agencies and in line with validated plans, budget, and timeframes
-Supervise and carry out the implementation of WASH and infrastructure activities, including but not limited to rehabilitation of shelter, rehabilitation and upgrading of WASH infrastructure, sewerage system, irrigation, distribution of NFI, hygiene kits etc.
-Ensure the implementation of cross-cutting themes (gender mainstreaming, protection mainstreaming, conflict-sensitivity, and environmental sustainability) is integrated in the W&R portfolio under the guidance of the W&R Coordinator, FC, PM, DCDP according to the ACF Syria guidelines.
-Carry out documentation and archiving all documents related to WASH and Infrastructure activities, in your area of responsibility.
-Any other duties relevant to WASH and Infrastructure activities.
-To support developing and updating the tools and guidelines related to the team capacity building.
Objective 2: (Ensure timely and accurate reporting of undertaken activities)
-Ensure monthly reporting of activities including achievements, challenges and explaining deviation with targets.
-Contribute to donors’ reporting requirements.
-Contribute to sectors/sub-sectors/technical working groups
-Contribute to lessons learned documentation and capitalization for program.
-Contribute to Sitrep report, flag report and other mission reports.
Objective 3: (External and Internal Representation and Coordination)
-Coordinate with external stakeholders as needed to facilitate, implement, and monitor of W&R activities;
-In collaboration with Program Manager, represent ACF for internal and external coordination at the local level for issues related to W&R program
-Liaise and cooperate with team members, other departments, coordinators, program officers and managers of other sectors, as needed for W&R programing
-Make recommendations for appropriate interventions.
-Work closely with MEAL on reporting and post completion monitoring reports.
-Ensure compliance principles and the Humanitarian Program Cycle in delivering Action Against Hunger’s W&R response

Qualifications
-Bachelor’s degree in Civil, Mechanical, or Electrical Engineering or related field.
-Minimum 2 years’ experience in WASH project implementation, including needs assessments, technical design, and contractor supervision.
-Strong knowledge of Sphere Standards, WASH Cluster guidelines, and humanitarian coordination mechanisms.
-Proficiency in Microsoft Office, Arabic and English language skills, and ability to travel nationally.
-Experience in water and electrical infrastructure projects, protection mainstreaming, and gender-sensitive WASH approaches is an asset.
-Minimum 2 years’ experience in WASH project implementation, including needs assessments, technical design, and contractor supervision.
