Responsibilities
-Manage in-country cash and prepare weekly cash forecasts, always ensuring sufficient liquidity and that appropriate security measures are applied.
-Ensure safe storage, proper handling, and safeguarding of cash, financial documents, and assets.
-Act as the focal point for financial service providers and banking partners, including Al-Haram and Al-Fouad money transfer agencies.
-Review, process and authorise supplier and partner payments within delegated authority, ensuring appropriate approvals, supporting documentation, and compliance with organisational procedures.
-Record financial transactions in the accounting system and maintain accurate, complete, and properly supported accounting record.
-Conduct regular cash and bank reconciliations, verify balances, investigate variances, report discrepancies promptly, and upload the relevant documentation to Portfolio.
-Perform month-end closing activities, ensuring all transactions are accurately recorded, reconciliations completed, and supporting documentation finalized.
-Support payroll preparation by verifying payroll documentation and ensuring statutory deductions are processed accurately and on time.
-Ensure compliance with Medair financial policies, internal controls, donor requirements, and all applicable government regulations, including the timely submission and payment of labour reports, taxes, and insurance contributions.
-Ensure compliance with internal financial controls, including segregation of duties, authorization workflows, and verification procedures.
-Review monthly financial reports and documentation submitted by local partners to ensure accuracy, completeness, and compliance with partnership agreements, donor requirements, and organisational policies.
-Liaise with local partners and programme teams to resolve financial queries and discrepancies, ensure consistency between narrative and financial reports, record approved partner expenditures in the accounting system, and provide financial guidance and capacity building as required.
-Participate in partner financial assessments and monitoring visits, contribute to partnership agreements and compliance checks.
-Support internal and external financial audits by ensuring financial records and supporting documentation are complete, accurate, and audit ready.
-Ensure a clear and transparent paper trail is maintained for all financial transactions and that filing and archiving follow Medair and donor requirements, in line with international accounting standards.
-Follow up with other departments to obtain any missing documentation needed for financial processing or audit readiness.
-Translate invoices and other finance-related documents as required.
-Code all payments in accordance with Medair guidelines, the Chart of Accounts, cost-centre structures, and donor requirements.
-Adhere to all financial internal controls by using and promoting the Medair e-library and other operating procedures, ensuring that all standardized formats are used and guidelines are followed.
-Maintenance of accurate and timely accounting records for all financial transactions.
-Filing and retrieval of accurate supporting documentation for all financial transactions.
-Management of cash and, where applicable, bank payments, ensuring the security of all funds.


Qualifications
-Bachelor’s degree in business administration and or accounting, Economics.
-3 to 5 years experience in a finance position.
-Experience working in humanitarian context is preferred.
-Computer literate with good working knowledge of Microsoft Excel, Word and Outlook.
-Experience of working with different accounting packages.
-Excellent English (oral and written). Native Arabic speaker.


Specific Vacancy Requirements

-Job Commitment: 6 Months subject to extension based on funding.

Salary and conditions will be as per Medair Salary Scale for this position.
