CONTEXT
Fourteen years of conflict In Syria, Expertise France has maintained a continuous presence since 2013, expanding its operations from Northwest Syria to Northeast Syria in 2019. Its programs have mobilized over euro;74.8 million and reached more than 3.8 million direct beneficiaries across sectors including Food Security and Livelihoods (FSL), Health, Civil Society Support, Gender Empowerment, and Climate Change Response. Through partnerships with more than 90 local CSOs and over 150 grants, EF has supported economic recovery, agriculture, vocational training, and local resilience through a localized and participatory approach.

The MAZRA program aims to promote inclusive and integrated community recovery in prioritized rural areas across Syria through an Area-Based approach focused on food security, sustainable livelihoods, and rural revitalization. Building on the lessons learned from SABIR, the program places particular emphasis on restoring agricultural systems, strengthening local economies, and improving community resilience.

Through locally led and multi-sectoral interventions implemented in partnership with local Civil Society Organizations (CSOs), local authorities, and relevant technical institutions, MAZRA will support the rehabilitation of community infrastructure, strengthen agricultural value chains, improve market access, and create livelihood opportunities for vulnerable groups, including youth and returnees. The program will also promote inclusive governance, social cohesion, and capacity building for local agricultural and municipal institutions to improve coordination and long-term recovery planning.

To achieve these goals, MAZRA is structured around four specific objectives:
-SO1 strengthening access to essential community infrastructure and services through locally led rehabilitation efforts and sustainable management mechanisms.
-SO2 strengthening the resilience and sustainability of agricultural production systems and local farming actors.
-SO3 enhancing market access and livelihood opportunities for youth, returnees, and vulnerable community members.
- SO4 providing tailored technical assistance to community, municipal, and regional agricultural institutions to improve sectoral coordination and strategic planning. Through this integrated approach, the program seeks to contribute to long-term resilience and inclusive economic recovery in post-conflict Syria.

JOB DESCRIPTION / ASSIGNMENT

The experts selected through this call will be included in Expertise France's roster of technical consultants for the MAZRA Programme. They may be engaged on short-term consultancy assignments, depending on project needs and funding availability.

The selected experts will provide specialized technical assistance to support the implementation of MAZRA activities across Syria, including technical assessments, project design, capacity building, feasibility studies, monitoring missions, policy development, institutional strengthening, infrastructure rehabilitation, agricultural development, market systems, and other technical assignments contributing to the programme's four Strategic Objectives (SO1–SO4).

The consultancy assignments may include, but are not limited to:
•Conducting technical assessments and feasibility studies.
•Providing technical advisory services.
•Developing technical guidelines, methodologies, and training materials.
•Delivering capacity-building activities.
•Supporting project design and implementation.
•Conducting monitoring visits and quality assurance.
•Preparing technical reports and recommendations.
•Coordinating with national and local authorities, implementing partners, and other project stakeholders.

Area of Expertise:

1- Agriculture, Food Security & Rural Development Expert

Scope of Technical Services:

Lead agricultural and food security assessments; design climate-smart agriculture interventions; support agricultural rehabilitation programmes; conduct value chain analyses; develop technical guidelines and implementation methodologies; prepare feasibility studies and technical proposals; design farmer capacity-building programmes; provide technical oversight to implementing partners and support coordination with agricultural institutions.

Minimum Qualifications, Experience & Competencies:

-Master's degree in Agriculture, Agricultural Engineering, Rural Development or related discipline.
-Minimum 10 years of progressively responsible experience.
-Proven experience with EU-funded programmes, UN agencies or INGOs.
-Extensive experience in agricultural recovery, resilience programming and value chain development.
-Excellent analytical, reporting and coordination skills.
-Fluency in Arabic and English.

2- Agricultural Value Chain & Agribusiness Development Expert

Scope of Technical Services:

Conduct market systems and value chain assessments; identify investment opportunities; support agribusiness development; strengthen producer organizations and cooperatives; improve post-harvest management; facilitate market linkages and private sector engagement; develop business models for agricultural enterprises and rural livelihoods.

Minimum Qualifications, Experience & Competencies:

-Master's degree in Economics, Agribusiness,
-Agriculture or related field.
-Minimum 10 years of experience in market systems development, agribusiness and economic recovery programmes.
-Experience working with donor-funded agricultural projects is required.

3- Infrastructure, Engineering & Rehabilitation Expert


Scope of Technical Services:

Lead technical assessments of community and agricultural infrastructure; prepare engineering designs, drawings, BoQs and technical specifications; supervise rehabilitation works; ensure quality assurance and compliance with engineering standards; conduct feasibility studies and cost estimates; provide technical support during procurement and implementation.

Minimum Qualifications, Experience & Competencies:

-Bachelor's degree in Civil or Architectural Engineering (Master's preferred).
-Minimum 10 years of professional experience.
-Demonstrated experience managing infrastructure rehabilitation projects financed by international donors.
-Strong knowledge of engineering standards and construction supervision.

4- Irrigation, Water Resources & Natural Resource Management Expert


Scope of Technical Services:

Assess irrigation systems and water resources; design irrigation rehabilitation interventions; promote efficient water management practices; support climate adaptation and sustainable natural resource management; develop technical recommendations for improving agricultural water productivity and resilience.

Minimum Qualifications, Experience & Competencies:

-Master's degree in Irrigation Engineering, Water Resources or related discipline.
-Minimum 10 years of experience in irrigation systems, water management and climate adaptation projects.
-Experience in fragile and conflict-affected contexts is an asset.

Scope of Technical Services:

Design livelihood recovery programmes; support MSME development and entrepreneurship; conduct labour market and business assessments; develop business development services; strengthen financial inclusion and income-generating opportunities; support vocational and enterprise development initiatives targeting vulnerable groups.

Minimum Qualifications, Experience & Competencies:

-Master's degree in Business Administration, Economics, Development Studies or related field.
-Minimum 10 years of experience in livelihoods, MSMEs, local economic development and market-based programming.
-Experience with EU-funded or international development programmes is highly desirable

Scope of Technical Services:

-Demonstrated experience working with government institutions, institutional reform and donor-funded governance programmes.

-Experience integrating environmental sustainability and social inclusion into donor-funded programmes.

Scope of Technical Services:

Integrate gender equality across programme design and implementation; conduct gender analyses and assessments; develop Gender Action Plans and gender-sensitive tools; support gender mainstreaming throughout the project cycle; ensure compliance with donor gender requirements; provide technical guidance to implementing partners; develop and deliver gender capacity-building activities; support gender-responsive monitoring, reporting, and learning.

Minimum Qualifications, Experience & Competencies:

-Master's degree in Gender Studies, Social Sciences,
-Development Studies, Human Rights, or a related field.
-Minimum 10 years of professional experience in gender mainstreaming within humanitarian and development programmes.
-Proven experience with EU-funded programmes, UN agencies, Expertise France, or international NGOs.
-Strong analytical, facilitation, and report-writing skills.
-Fluency in written and spoken Arabic and English.




Qualifications
General Technical Requirements

•Demonstrated experience working in Syria or other fragile and conflict-affected contexts is highly desirable.
•Proven experience working with EU-funded programmes, Expertise France, UN agencies, international NGOs (INGOs), or other international development partners is highly preferred.
•Strong understanding of humanitarian, recovery, resilience, and area-based development approaches.
•Demonstrated experience in conducting technical assessments, feasibility studies, strategic planning, and preparation of high-quality technical reports.
•Excellent analytical, coordination, facilitation, communication, and report-writing skills.
•Proven ability to work effectively with government institutions, local authorities, civil society organizations, and other relevant stakeholders.
•Ability to work independently and deliver high-quality outputs within agreed deadlines.
•Willingness and ability to travel within Syria, including to field locations, when required.
•Proficiency in Microsoft Office applications and other relevant technical software related to the applicant's area of expertise.
•Fluency in written and spoken Arabic and English is required.
