Responsibilities
KEY RESPONSIBILITIES
Assessment and Programme Design
• Conduct WASH needs assessments in collaboration with programme teams and partners, using appropriate data collection methods to identify priority needs related to water, sanitation, hygiene, and public health.
• Assess water supply and sanitation systems and identify technical repair, rehabilitation, and replacement requirements for infrastructure, equipment, and facilities, including collective shelters and community facilities.
• Develop public health and WASH response plans based on identified needs and assessment findings.
• Collaborate with local partners and communities to design contextually appropriate, resilient, and sustainable WASH interventions, ensuring participation of women, men, youth, persons with disabilities, and other marginalized groups.
• Monitor market conditions, material availability, supplier capacity, and pricing, and coordinate with logistics to support procurement planning and implementation.
Programme Planning and Reporting
• Support the design, planning, implementation, and monitoring of integrated WASH interventions that combine Public Health Engineering (PHE) and Public Health Promotion (PHP) approaches in humanitarian and recovery settings.
• Develop and implement WASH work plans and activities in coordination with other programme sectors, including Food and Economic Security (FES), Gender, and Protection.
• Support the design and adaptation of WASH strategies and interventions to address emerging public health risks and disease outbreaks.
• Design and implement water and sanitation systems rehabilitation activities in line with national and WASH-cluster standards, adhering to high-quality and efficient outcomes.
• Design and implement behaviour change, hygiene promotion, and community engagement activities to improve public health outcomes.
• Contribute to engagement with local authorities, stakeholders, and communities, promoting meaningful participation throughout the programme cycle.
• Prepare and submit timely reports, including progress updates, assessment findings, achievements, challenges, lessons learned, and community feedback.
Programme Implementation and Quality Assurance
• Ensure activities are delivered on time, within budget, and in line with project objectives, donor requirements, and organisational standards.
• Collect and analyse public health and epidemiological data to inform programme design, implementation, and adaptation.
• Design, supervise, and monitor the construction, rehabilitation, operation, and maintenance of WASH infrastructure, including water supply systems, sanitation facilities, and hygiene-related facilities.
• Ensure the integration of community engagement, accountability, gender equality, protection, safe programming, and locally led response principles across all WASH activities.
• Work closely with partners and internal teams to maximize programme quality, impact, and sustainability.
• Contribute to risk analysis and ensure implementation of agreed risk mitigation measures.
• Provide technical leadership and coordination support during project implementation and deputise for the WASH Team Leader when required.
Partner Management and Capacity Strengthening
• Provide day-to-day technical support and guidance to Oxfam’s local partners, in coordination with and under the guidance of the WASH Team Leader.
• Conduct joint assessments, field visits, reviews, and learning sessions with partners.
• Support partners to comply with technical standards, safeguarding requirements, donor regulations, and organisational policies.
• Support the WASH team leader monitoring partner performance against agreed plans, indicators, targets, budgets and quality standards.
• Conduct regular partner performance review meetings and jointly develop improvement plans where gaps are identified.
• Work closely with local partner organisations to plan, implement, monitor, and report on WASH activities.
• Support the WASH Team leader in identifying technical capacity gaps within the WASH team and among partners and contribute to the development and implementation of these plans. This includes recommending areas for improvement and supporting the design and delivery of capacity building initiatives such as on-job training, coaching, mentoring, and short thematic training sessions on relevant technical topics.
Logistics and Financial Management
• Coordinate with logistics teams to ensure timely procurement, delivery, and effective utilization of WASH supplies, materials, and services.
• Monitor contractor performance and quality of works to ensure compliance with technical specifications and programme standards.
• Support budget monitoring and expenditure tracking, ensuring activities are implemented within approved budgets and spending plans.
• Prepare supply plans and procurement forecasts aligned with programme priorities and implementation schedules.
Other Responsibilities
• Undertake any other duties assigned by the WASH Team Leader or Area Manager that are consistent with the objectives of Oxfam's humanitarian and development programmes in Syria.

• Bachelor's degree holder in related fields with a minimum of 3 years of experience, or a Bachelor’s Degree in other fields with a minimum of 5 years of experience, including working on water and sanitation systems rehabilitation and public health/hygiene promotion programming.
• Strong and tested WASH technical project management skills, including risk management.
• The ability to present concise reports, sometimes at short notice, reflecting the problems and possible solutions for situations.
• Demonstrated knowledge of public health principles and hygiene promotion practices in humanitarian settings.
• Experience with designing and implementing monitoring and evaluation frameworks for WASH activities, including data collection, analysis, and reporting.
• Collaborating with various sectoral teams such as protection, gender, and FES teams to ensure comprehensive WASH interventions.
• Well-developed interpersonal and team skills and proven ability to be flexible in demanding situations.
