Responsibilities
Under the general supervision of the designated Chief Field Office in the Damascus Field Office, the Third Party Facilitator will:

(1) Serve as the humanitarian coordination focal point for ORGANIZATION-supported operations in As-Sweida, including liaison with relevant local authorities, humanitarian partners and community stakeholders.
(2) Monitor and report on the evolving humanitarian situation in As-Sweida, including access constraints, priority needs and key developments affecting the response, with particular attention to the situation of women and children.
(3) Participate in local coordination meetings in As-Sweida and support needs assessments in coordination with humanitarian partners.
(4) Provide regular updates to the Damascus Field Office to inform programme planning, implementation and follow-up, and flag any areas of concern.
(5) Provide technical support to ORGANIZATION programmes by ensuring regular and systematic technical advice, quality assurance and technical guidance to implementing partners and counterparts for the efficient implementation of ORGANIZATION programmes and effective achievement of results.
(6) Identify capacity and technical gaps among implementing partners and counterparts and provide technical support to the Chief of Field Office and designated Programme Officer to support capacity building and on-the-job training, as needed.
(7) Provide input to technical documents as required by Chiefs of Field Offices and Programme Sections in Damascus, ensuring that technical inputs are closely aligned with national programme strategies approved at country office level.
(8) Conduct regular field visits, primarily to hard-to-reach areas, based on requests by the Field Office, to provide technical oversight and guidance to programme partners, conduct needs assessments and gather technical information to inform ongoing programme development and implementation.
(9) Within three days following each field visit, produce a trip report using the standard format provided by ORGANIZATION and submit it to the designated Chief of Field Office for further dissemination and action by relevant personnel.
(10) Conduct regular visits to monitor programme activities supported by ORGANIZATION, with a focus on:
a) Assessing programme implementation by implementing partners through programme documents, contractors through LTAs, and government ministries and agencies according to ORGANIZATION Syria Country Office Annual Work Plans.
b) Verifying that supplies are delivered to target beneficiaries in line with relevant programme documents and documenting any delays or bottlenecks.
c) Conducting post-distribution monitoring of supplies to assess beneficiaries’ feedback on the quality, timeliness and relevance of supplies delivered. Other end-user monitoring of specific programmes will be conducted as required by the Field Office.
(11) Validate results data provided by implementing partners in their progress reports and report any actual or potential deviations from implementation plans.
(12) Support the collection of information from affected populations on their views and concerns related to ORGANIZATION interventions.
(13) Undertake any other tasks assigned by the supervisor.
The number of programme monitoring visits to be conducted will be specified in the programme documents agreed with partners.


Qualifications

EDUCATION

• A Bachelor's degree in social sciences, international development, public administration, public health, education, social policy, communication, or another relevant field is required.

WORK EXPERIENCE

• At least two years of progressively responsible relevant work experience in a Managerial. Coordination and/or technical area specific to ORGANIZATION programmes, such as Education, WASH, Child Protection, Social Protection, Health and Nutrition, Adolescent Development, Communication, and Communication for Development.
• At least two years of progressively responsible relevant work experience in project/programme management, monitoring and reporting. Experience collecting and compiling quantitative and qualitative data is an asset.
• Experience working in a humanitarian context.
• Experience working with UN, government or NGO programmes/projects.
• Experience working with ORGANIZATION projects is an asset.

LANGUAGES

• Fluency in both written and spoken English and Arabic.

• Strong communication and networking skills, including the ability to work in multidisciplinary teams and establish and maintain close working relationships with a variety of implementing partners and counterparts at different levels.
• Good computer skills, including experience with various software applications.
