Responsibilities
1 "Programme management (PCM)
In coordination with his/her direct supervisor, he/she will:
- Ensure the planning, contribution to the strategic steering, monitoring (operational, financial and administrative), and reporting of assigned programmes and projects, in line with contractual frameworks agreed with partners and in compliance with the FDFA's institutional and administrative guidelines.
- Monitor the technical and financial implementation of programmes through regular field visits and review of technical reports submitted by partners. Organize and facilitate management and steering committee meetings in coordination with partners.
- Manage, in coordination with the finance/administration team, all financial and administrative aspects of the projects.
- Ensure effective risk management and the implementation of appropriate mitigation measures, based on risk analyses conducted using the Copenhagen Circles methodology.
- Ensure the integration and monitoring of cross-cutting themes (gender and governance), as well as the application of CSPM and LNOB approaches across the supervised portfolio.
- Contribute to capacity strengthening of partners, based on recommendations from Partner Risk Assessments (PRA)."

2 "Policy dialogue and sector coordination
In close coordination with his/her direct supervisor, he/she will:
- Define advocacy and communication lines for Switzerland’s engagement in his/her domain. On this basis, he/she:
- Contribute to sectoral and thematic policy dialogue on his/her domain in Syria with Switzerland’s partners, including institutional counterparts (TGoSYR), other donors, UN agencies, and all relevant stakeholders identified jointly with his/her supervisor.
- Contribute to national and sub-national coordination and consultation frameworks, representing Swiss interests and positions. He/she will keep management informed of key discussions and any reactions to Swiss positions.
- Monitor developments in national policies and relevant contextual dynamics in the sectors and thematic areas under his/her responsibility, and share key updates with colleagues during weekly office meetings and other internal exchanges.
- Stay informed of partners’ activities in the fields of employment and economic development.
- Conduct regular contextual and sectoral analyses in his/her domain of responsibility."

3 "Internal strategic discussions
He/she contributes to the definition of the strategic orientations and priorities of Swiss Cooperation in Syria and in the region through:
- Contributions to the annual report and annual planning processes.
- Active participation in thematic discussions, strategic reflections, and portfolio review exercises.
- Engagement in various analytical and strategic processes, including the MERV and the annual ICS report."

4 "Knowledge Management, reporting and communication
He/she ensures an effective and transparent flow of information by:
- Maintaining clear and timely communication on his/her activities (missions, field visits, workshops) and initiatives with his/her line manager. This communication is carried out orally and/or in writing, depending on the context.
- Actively participating in weekly information and operational meetings of the Swiss Cooperation Office.
- Ensuring the proper physical and electronic archiving of relevant documents.
- Coordinating and liaising with programme officers in Lebanon and Jordan.
- Contributing to a culture of learning and continuous improvement within the office."

5 "Other Duties
- He/she performs other tasks as assigned by his/her supervisors, in line with his/her qualifications and competencies.
- He/she also ensures backup functions (deputization) in accordance with the internal regulations of the Swiss Cooperation Office in Syria."


Qualifications
"Required education level
- Master’s degree (or equivalent) from a recognized university
- Certification in project management is an asset
Professional Qualifications
- At least eight years of professional experience, preferably in international cooperation
- Experience in development or humanitarian aid is an asset
Methodological Competencies
- Proven experience in Project Cycle Management (PCM), including evaluation
- Solid understanding of gender, governance, and conflict sensitivity issues
- Demonstrated experience in financial and administrative management
- Strong analytical, synthesis, writing, and presentation skills
Social Competencies
- Excellent communication, interpersonal, and networking skills
- Ability to work effectively in a multicultural team environment
- Sensitivity to gender, inclusion, and non-discrimination issues
