Responsibilities
To ensure expanding operational footprints adhere to sound environmental management and sustainability standards, HALO Syria is seeking a qualified Environmental Lead (Consultant) to establish, pilot, and institutionalize key environmental management frameworks across its Syria operations.
Reporting to the Operations Manager and working closely with the rest of the Syria programme management team, the Environmental Lead will be responsible for establishing and strengthening environmental management systems within HALO's Syria programme.
The role will lead the development of HALO Syria’s Environmental Management Plan (EMP) in line with HALO's Global Environmental Management System, Standard Operating Procedures and provided templates. The Environmental Lead will also pilot and support the roll-out of HALO's version of the Green Field Tool (GFT) for task-level environmental screening. Working closely with operational staff, the role will provide training and mentoring to build programme capacity and support long-term implementation of environmental commitments.
As HALO looks to expand partnerships with environmental and livelihoods focused NGOs in Syria, the role will also involve liaison with current and potential partners
Deliverables
Environmental Management Plan(EMP)(by week 5)
Lead development of HALO Syria EMP in accordance with HALO global environmental standards, SOPs and templates. To include:
-Conduct a review of the environmental regulatory framework applicable to HALO operations in Syria.
-Develop an environmental profile of HALO's operational areas, including key environmental sensitivities and risks, and a climate risk profile for programme operational areas.
-Work with operational teams and management to define environmental management procedures relevant to HALO's activities in Syria.
-Identify environmental impacts and applicable mitigation measures associated with programme activities, working closely with operations management.
-Develop a practical implementation plan to strengthen environmental management across the programme.
-Present the completed EMP and key findings to Programme Management by the end of week 5.
Environmental screening and EMP implementation (months 2-5)
-Pilot HALO's modified version of the Green Field Tool (GFT) within selected operational areas, establishing practical workflows for task level environmental screening, documentation and reporting.
-Support operational teams in integrating environmental considerations into planning and task execution, working closely with operations management
-Support implementation of priority EMP actions and environmental mitigation measures.
-Track implementation progress and identify opportunities for continual improvement, documenting lessons learned and recommendations to inform future programme environmental management.
Training and capacity building (month 6)
-Develop a Syria-specific environmental management training module and supporting resources aligned with the EMP and programme operational requirements.
-Deliver environmental management training to programme staff.
-Conduct handover sessions with designated programme focal points to ensure sustainability of environmental management activities after completion of the assignment, along with final recommendations for continued implementation of the EMP and environmental screening processes.

Specific Vacancy Requirements
Working Arrangements & Institutional Support
-The consultancy requires regular field travel across all three of HALO’s operational bases in Syria.
-The Consultant will work under the supervision of Operations Management and in close technical collaboration with the Syria Programme Management Team.
-HALO Syria will provide necessary field logistics, in-country transport, duty of care, and security oversight in line with HALO’s operational protocols.
-The Consultant must maintain high technical standards and strictly adhere to HALO’s organizational policies, including Safeguarding, Code of Conduct, and Security procedures.
-The consultancy requires regular field travel across all three of HALO’s operational bases in Syria.
-The Consultant will work under the supervision of Operations Management and in close technical collaboration with the Syria Programme Management Team.
-HALO Syria will provide necessary field logistics, in-country transport, duty of care, and security oversight in line with HALO’s operational protocols.
