Job Purpose:
Field coordination, planning, implementation, monitoring and reporting of community liaison initiatives in order to ensure community liaison activities contribute to achieving MAG mission of saving lives and building futures of people affected by explosive ordnance.

Job Description

This is a non-contractual document that can be varied from time to time as circumstances dictate. This job description is intended to summarize the main duties and responsibilities of the post; this is not intended to be a full and exhaustive list of tasks. All MAG staff are expected to demonstrate flexibility and willingness to perform appropriate tasks when the need arises.

Some Job Descriptions may be supplemented by specific Terms of Reference.

Project Planning and Coordination

Assist in the development of all global project and sector community liaison work plans.
Assist in the development of operations work plans, as required.

Produce and submit Community Liaison Team Leader and Community Liaison Teams weekly work plans to the Community Liaison Manager.

Develop work plans for sector community liaison activities in coordination with CLM to ensure that MAG meets donor outputs and operational requirements.

Ensure that Community Liaison Officers/Teams implement activities according to the approved work plans.
Actively participate in the Community Liaison Coordination Meetings.

Coordinate planned sector community liaison activities with partner and stakeholder organizations, government agencies/authority and communities to enable community liaison officers/teams to implement community liaison activities.


Project Management and Implementation
Ensure that Community Liaison Officers/Teams implement activities according to the approved work plans.
Coordinate with Community Liaison Manager and Technical Field Manager to support operational prioritization.

Manage and analyze data collected through the community liaison survey tools.

Maintain regular formal and informal reporting to the Community Liaison Manager.

Develop and submit recommendations for prioritization of clearance tasks from analysis of dangerous area reports and impact and community assessment surveys.


Training
Contribute to the development and implementation of community liaison training modules.
Deliver risk education to at-risk groups of the population, government employees, partner organizations and/or UN/NGO actors.

Deliver training of trainer training modules for identified persons (e.g. Ministry of Education teachers) if required.

Assist the Community Liaison Manager in identifying training needs and contribute to the development and implementation of community liaison training plans.

Deliver induction and refresher training for community liaison staff inclusive of risk education, training methodology, reporting, policies, and procedures and etc.

Deliver training to new MAG staff in coordination with Community Liaison Manager.

Quality Control/Quality Assurance
Implement quality control and quality assurance methodology, policies, and procedures relating to community liaison activities to ensure the standard of quality of community liaison activities.

Quality control/monitor all aspects of community liaison activities to ensure the Community Liaison Officers/Teams achieve MAG identified sufficient level of performance.

Quality control/monitor Community Liaison Officers/Teams trainings to ensure MAG identified sufficient level of performance is obtained.

Identify deficiencies in quality implementation of activities and recommend appropriate actions to address these deficiencies.

Information Management
Provide quality data to the Information Management Officer (IMO) in the appropriate formats.
Undertake data entry, analysis, and reporting as required.

Awareness
Assist in the development of risk awareness information, communication and education tools.
Be a spokesperson for risk awareness campaigns and messages.

Reporting
Submit weekly activity plans and reports to the IMO, CLS, and CLM and other persons as required.

Complete, at a minimum, one case study per month and provide completed case study to the CLM.

Communicate and/or report directly and effectively with international Community Liaison Manager and other staff, as required.

Complete Community Liaison Activity Reporting for Community Liaison Teams.

Complete the reporting forms and submit as required.

Human Resources
Assist in the development of policies, procedures, job descriptions, and recruitment criteria for Community Liaison staff in cooperation with the International Community Liaison Manager.

Oversee and supervise Community Liaison Officer professional development and performance evaluation.
Monitor Community Liaison human resource practices to ensure practices are fair, equitable, transparent, and in compliance with MAG policies and procedures and national and international humanitarian codes of conduct.

Financial
Support in Community Liaison budget development.

All expenditures must be approved and within the proposed budget framework.

Representation
Represent MAG with all partners and stakeholders (e.g. affected communities, government officials and ministries, local authorities, and UN/NGOs).

Ensure relevant and transparent communications on all programme issues.

Ensure the integrity of MAG organisational profile in all external communications (both written and verbal).

Standard Operation Procedures (SOP)

Ensure adherence to MAG SOPs in order to achieve effective and efficient community liaison operations and activities.

Recommend appropriate amendments as required to the Community Liaison Manager.

Report all non-compliance of any MAG SOPs to the Community Liaison Manager.

Security
Ensure that all community liaison staff complies with all security policies and Standard Operating Procedures.

Report non-compliance and any security incidents to the CLM/Country Security Manager.
Provide the Community Liaison Manager with intelligence reports of any changes in the security environment within the sector.

Work in compliance with/ uphold the organization Safeguarding framework - Policy on Personal Conduct, Protection of Children and Vulnerable Adults Policy, Dignity at Work Policy, Reporting Malpractice (Whistleblowing) Policy, Equal Opportunities Policy and Policy on Modern Slavery
Encourage an open and transparent way of working that facilitates a strong safeguarding culture within and between teams.

Ensure that all staff understand the provisions clearly and challenge any unacceptable behaviour
Ensure that any concerns, reports or complaints are taken seriously and investigated promptly and thoroughly


Qualifications
Minimum 3 years of proven experience in community engagement, awareness-raising, behaviour-change communication, or social safeguards within humanitarian or development programmes in North-West Syria.


Higher education in social sciences (e.g. sociology, community development, equivalent demonstrable years of relevant experience.

Specific Vacancy Requirements
Desired: Additional qualifications or certifications in mine action, NTS, EORE or humanitarian work.

Training Ability to train teams, and staff from other NGOs, community engagement, or a related area is highly advantageous

Experience of managing a team ensuring that work is of a consistently high quality.

Experience of using participatory techniques to gather information in at-risk communities

Experience of carrying out community-based education activities or similar

Experience of planning and organising activities

Strong interpersonal and communication skills with the ability to engage respectfully and professionally with affected populations, local councils, community leaders and other stakeholders in a highly sensitive, fragmented and cross-cultural environment.

Competent in data collection, verification, analysis and safe information handling using structured tools and methodologies.

Mandatory proficiency in written and spoken Arabic, with strong English language skills highly desirable.

Proficient in Windows operating systems, MS Office packages and E-mail.

Maps and GIS skills
