Responsibilities
Under the leadership of the Technical Health Specialist, the Public Health Coordinator is responsible for the implementation according to the Syrian Basic Health Services Package and other relevant standards of a sizable health project in the South of Syria. The project aims to meet the humanitarian needs of conflict-affected populations and rapidly respond to acute crisis in South Syria. The project focuses on strengthening the ability of MoH to provide health service through the rehabilitation of four PHCs (Qunitera and Daraa), training of MoH staffs and community health workers as well as of the provision and operationalization of a mobile maternal & child health unit through our local partner the Monastery of Saint James the Mutilated (MSJM).

1: Health Service Assessment
- Jointly conduct facility assessments for rehabilitation
together with DoH and the engineering service provider
- Map services against Syrian Basic Health Services Package
(BHSP) to identify gaps at each facility
- Assess training needs for staff in each facility based on BHSP
and information from the Directorate of Health or staffs
- Carry out the assessment of the primary healthcare center in
cooperation with DoH and the engineering contractor to ensure
that essential requirements are reflected in the assessment
repots and include:
- Functional Limitations, risks to public health
- Explain specific technical problems health staffs have to deal
with
- Liaise with DoH to develop an understanding of Operation and
Maintenance of the PHC and the equipments
- Ensure health standards and guidance of MoH and the donor are
included in the design of the engineering contractor

2:Community Health
- Lead and steer the Community Health Component of the project,
including, but not limited to:
- Together with other parnters engage in Community Health Worker
(CHW) TOT to establish minimum standards across the project
- Recruit 50 CHWs through DoH in Quneitra
- Through DoH in Quneitra train 50 CHW within each supported HF
& mobile clinic

3:Health Quality Assurance
- Create action plan for 4 PHCs to meet BHSP standards including
recruitment, training, and pharmaceuticals/equipment/supplies
- Together with MSJM develop the BHSP that MSJM will be
following throughout the project implementation.
- Together with the M&E staff or the Technical Health
Specialist conduct monitoring, supervision and evaluation of
the activities in the project (the mobile medical units and
four PHCs), through site visits, ensuring that health services
provided follow the developed BHSP.
- Support M&E team through providing technical input and
feedback during the development of the monitoring and
evaluation tools.
- Suggests technical or strategic adjustments to Dorcas’
programming in health according to best practice in health.



Qualifications
- Nationally recognised Health degree
- 4+ years of experience in public primary health
- 2+ years of experience in humanitarian assistance, preferably
in an International NGO
- Essential knowledge of international medical standards (WHO,
MSF, SPHERE, IASC, etc.) related to public primary healthcare
services: Triage, Patient Administration and Record Keeping,
Recognition and treatment of Communicable & Non-
Communicable Diseases, Infection Control, IMCI, Reproductive
Health (ANC, PNC, FP), Nutrition (CMAM)
- Strong working knowledge (spoken, written and reading) of
English and Arabic.
- Essential computer literacy (Word, Excel, Internet);
- Experience in supporting Primary Healthcare Centers and
capacity building of Primary Healthcare Staff.
- Planning, monitoring and evaluation skills;
- Communication skills both verbally and in writing;
- Knowledge of cultural differences in working and negotiating;
- Pro-active and hands-on attitude and ability to improvise;
- Knowledge of the UN cluster coordination system;
- Adherence to the mission and vision of Dorcas;


Specific Vacancy Requirements
The Public Health Coordinator is part of the Lebanon/Syria field office and reports to the Technical Health Specialist.
The nature of the position requires representation with authorities as well as presence in the field and availability outside normal office hours.
