Context
Partnerships are central to 2030 agenda of sustainable goals and essential for delivering on the vision and outcomes in UNDP’s
strategic plan. UNDP had proven active and effective strategic partnerships with different entities (Gov, Semi Gov, institutions,
NGOs and CBOs) prior and during the crisis.
In Syria, and throughout the crisis, local NGOs, FBOs and CBOs showed a high sense of responsibility and immediate action
in addressing the local needs mainly in availing the basic commodities such as food and non-food items.
It is foreseen for UNDP to have even greater role in the aftermath of the crisis, the role can be strongly enforced by larger
partnerships in terms of scope quality.
However, the NGO sector in Syria, which was mainly focused on charity and philanthropic approaches and interventions, is
currently facing mounting challenges in fulfilling a more advanced role in project management, early recovery and livelihoods
sector, among others. Challenges include lack of specialized technical capacity, weak internal management and structures, limited capacity for executing large-scale projects, difficult legal environment, complex operational and security contexts. As
such, there is a need to improve the NGOs’ management skills, strengthen their capacities to cooperate with one another, and
promote for more active engagement with the supported communities in terms of planning, development of interventions and
their implementation.
UNDP sees capacity development as the process through which individuals, organizations and societies obtain, strengthen and
maintain the capabilities to set and achieve their own development objectives over time. It outlines that capacity development
takes place on multi levels:
- Knowledges and skills of the Individuals
- Managerial and operational capacities at the Organizational Level
- Enabling environment
For UNDP, supporting capacity development is a process that consists of five steps that are embedded into a programming process:
1- Engage stakeholders on capacity development;
2- Assess capacity assets and needs;
3- Formulate a capacity development response;
4- Implement the response;
5- Evaluate capacity development.
The non-profit potential partners in Syria are facing massive challenges regarding lack of technical individual and institutional
capacity to facilitate and control the provided services for the beneficiaries, and to communicate their vision, mission, thematic
development activities, programmes/projects, outreach and success stories to the involved stakeholders including donors, other NGOs, governmental institution, and private sector.
Objectives of the Assignment
The overall objective is to lift up the capacities of Deir Ezzor’s NGOs using, diversified and creative methods including traditional and non-traditional ways. The Project coordinator is expected to keep update mapping of active NGOs in Deir Ezzor
as well as their types of activities. The project coordinator, under the overall direction of the NGOs Engagement; Capacity Development Analyst, is responsible for the direction, coordination, implementation, executive, run the project on a day-to-day
basis, control and delivering and completion of project.
Specific Objectives:
- Liaise with relevant authorities and entities to facilitate the Capacity Development activities.
- Promote for the pivotal role of NGOs in supporting people needs.
- Facilitate the capacity development activities taking place in Deir Ezzor
- Facilitate and accompany study tours and twinning to take place in other governorates.
- Provide technical support needed for NGOs to projectize their interventions in accordance with UNDP’s templates and requirements.
- Keep & update Dier Ezzor NGOs mapping, as well as projects and types of activities.
- Timely reporting on events base and quarterly bases on progress and with Reporting on progress and recommendations for corrective actions and development.
Scope of work (Indicate if this is Time-Based Contract or Output Based)
Under the overall direction of the NGOs Engagement & Capacity Development Specialist, and Deir EzZor area manager the
project coordinator will be dedicated to this project delivery and quality.
S/he mainly will be responsible for ensuring the successful achievement of all project activities by performing the following:
- Coordinate activities, from substantive, administrative and financial points of view.
- Manage day-to-day capacity development implementation and overall coordination of the project’s outcomes.
- Secure needed approvals to facilitate the assignment.
- Ensure supervision of the project personnel and ensure effective communication and coordination between the Project staff, UNDP field office, and implementation partners.
- Coordinate with UNDP to discuss the tools, and the Capacity Development activities
- Conduct the focus groups meetings, interviews, and surveys as needed with targeted partners.
- Keep update Dier Ezzor NGOs mapping, projects and types of activities.
- Facilitate participation of Deir Ezzor’s participation in twinning programmes and exchange visits to other governorates. And submit back to office reports on each mission.
- Guide and orient efforts and contributions of consultants, staff and government counterparts towards achievement of project objectives.
- Facilitate participation of Deir Ezzor’s participation in twinning programmes and exchange visits to other governorates. And submit back to office reports on each mission.
- Provide direction and leadership in advocating project objectives and in ensuring that all interested parties are well informed about the project activities and goals.
- Identify any support and advice required for the management, planning and control of the Project.
- Monthly progress report including lessons learned, challenges as well as corrective actions, Also, timely reporting on critical incidents.
- Ensure accuracy and reliability of financial reports.
- Establish and maintain relationships and act as the key focal point with UNDP field office to ensure that all programming, financial and administrative matters related to the Project are transparently, expediently and effectively managed, in line with established UNDP Rules and Regulations.
- Support the NGOs in prioritizing needs, and developing their projects (including concept note, project proposal and budgeting, reporting …etc.)
- Verify and channel all requests for Project, administrative, logistical and other support and report all incidents related to security and issues of general concern to UNDP field office.
- Manage the transfer of projects deliverables, documents, files, equipment and materials as per the standards UNDP procedures.
- Perform other duties that may be required by the NGOs capacity development Analyst.
Final product/Deliverables (For Output Based Contracts, clearly indicate milestones and percentage of total lump sum that will be paid for completion of each milestone)
- 12 months
- Professional fees per Month: about SYP 2,000,000
- The total lumpsum to be provided on monthly basis to the coordinator upon delivering a monthly report with achieved tasks to the satisfaction of UNDP.

Experience:
- At least 5 years of previous experience in working with institutions of the civil organizations (NGOs / Unions…etc.) 15%
- Previous experience in working with UN agency is an asset.
Computer literacy is a prerequisite.
Have a good network with local agencies, authorities and NGOs.
Language Requirements:
- Proficiency in reporting skills in Arabic,
- working knowledge of English is an asset
