Job Purpose:
The CLS is responsible for the coordination of MAG Community Liaison initiatives in the field including planning, implementation, monitoring and reporting as directed by the Community Liaison Manager (CLM).The CLS is also responsible for monitoring community liaison (CL) progress against intended outputs and plans and for measuring outcomes of both CL and clearance activities and assessing the impact in the communities where MAG works.

Project Management: Planning, Implementation and Coordination
Develop work plans for MAG CL teams (and IPs if required), in coordination with MAG CLM/TOM to meet donor outputs and operational requirements.
Coordinate planned MAG activities with stakeholder organizations, government agencies/authority and communities to enable CL teams to implement community liaison activities.
Maintain regular formal and informal reporting to the Community Liaison Manager: Report progress of CL teams with regards to skills, attitudes and approaches.
Internal coordination: Coordinate with CLM, Technical Field Manager and Technical Operations Manager to support operational prioritization.
External coordination: Coordinate with communities, formal and informal leaders, authorities, mine action partner organizations, and other external stakeholders to support operational prioritization and implementation.
Develop and submit recommendations for prioritization of clearance tasks from desk assessment, analysis of Hazardous Area reports and Prioritization form, integrating HLP consideration.
Highlight and address problems the CL teams encounter in community collaboration and cooperation to Community Liaison Manager and Technical Operations Manager/TFM-TL.
Training
Assist the Community Liaison Manager in identifying CL teams training needs and contribute to the development and implementation of community liaison training plans.
Deliver risk education to government employees, partner organizations and/or UN/NGO actors directly or remotely.
Deliver EORE training of trainer training modules for identified persons (e.g. partner organizations master trainers, Community Focal Points, Ministry of Education teachers, protection officers).
Deliver training to new MAG/partner staff in coordination with Community Liaison Manager.
Quality Control/Quality Assurance
Plan, gather and analyse baseline assessments
Plan, conduct and lead on pre- and post-clearance Impact assessment accurately and effectively, integrating group interviews, household interviews, drone missions, photographs and mapping. (RCIA, CCIA)
Ensure Risk Education Knowledge Retention Survey is conducted 3-6 months after the RE session and pre- and post RE surveys have been conducted according to MAG guidance.
Identifying trends and patterns in CL processes and implementation to be improved and share lesson learnt d with CLTL and CLM.
Implement quality control and quality assurance methodology and procedures when assessing community liaison activities: liaison, survey, EORE, NTS and training.
Assist in the development and testing of risk awareness information, communication, and education tools.
Ensure MAG CL teams implement activities according to the approved work plans and CL SOPs.
Information Management
Manage and analyse data collected through the community liaison survey tools.
Validate all CL forms in OMIS on a timely basis, making sure all information colleted is correct, and feedback to CLTL/CLOs on areas of improvement.
Support in development, testing and roll-out of data collection tools
Reporting
Assist in the development of weekly and donor reports as required (MAG team).
Support writing of case studies.
Produce GIS maps as required for MAG operations with support from IMO team.
Ensure that CL teams collect required data and complete quality required reporting (quality control).
Representation
Represent MAG with all partners and stakeholders (e.g. affected communities, government officials and ministries, local authorities, and UN/NGOs) when required.
Ensure relevant and transparent communications on all programme issues.
Deputize for Community Liaison Manager as required.
Security
Ensure that all community liaison staff complies with all security policies and Standard Operating Procedures. Report non-compliance and any security incidents to the CLM.
Provide the CLM with reports of any changes in the security environment within the sector.

Qualifications
Minimum 3 years of proven experience in community engagement, awareness-raising, behaviour-change communication, or social safeguards within humanitarian or development programmes in North-West Syria.
Higher education in Social Sciences (e.g. Sociology, Community Development, Psychology.

Specific Vacancy Requirements
Mandatory proficiency in written and spoken Arabic, with strong English language skills highly desirable.
Strong interpersonal and communication skills with the ability to engage respectfully and professionally with affected populations, local councils, community leaders and other stakeholders in a highly sensitive, fragmented and cross-cultural environment.
Demonstrated experience as a trainer, facilitator Community focal points.
Previous experience in a supervisory/management or monitoring and evaluation role
Proven experience in drafting clear, evidence-based reports, community feedback summaries, and high-quality programme documentation.
Strong understanding of the North-West Syrian humanitarian landscape, including displacement patterns, community dynamics, access and security constraints, and the operating modalities of INGOs and local partners
Proficient in Windows operating systems, MS Office package and Microsoft Outlook
Maps and GIS skills
Accredited Explosive Ordnance Risk Education (EORE) training or certification.
Demonstrated experience in producing case studies, success stories or human-interest narratives within the humanitarian mine action sector.
Practical exposure to Non-Technical Survey (NTS), Community Liaison functions or other Mine Action risk-reduction activities.
