Responsibilities
• Participate in the needs assessment process to assess the needs of the affected communities in the targeted areas in the WASH/FSA/Shelter/NFI/Education, and other sectors in coordination with the line manager and the relative authorities.
• Undertaking surveys, gathering data, and conducting assessments as requested by the line manager.
• Participate in preparing and checking the project’s technical documents including the technical designs, drawings, BoQs, and BoCs; and preparing as-built drawings after completion of the works when required.
• Preparing cost estimates and ensuring appropriate materials and tools are available in the market.
• Direct Supervision and follow the implementation of activities according to the contractual conditions and as per the approved BoQs, BoCs, and time schedules.
• Verify and validate the quantities of the supplied and installed equipment, the rehabilitation works quantities of water and sewage networks, the irrigation canals, schools, bakeries, pumping stations, the solar system installed components, and other projects implemented by ZOA.
• Set out and ensure that the sites are safe and clean.
• Ensure that project packages meet agreed specifications, budgets, and timescales.
• Provide technical advice and solve problems on-site.
• Prepare the daily progress reports with the progress photos and fill in other required paperwork, and deliver presentations when required.
• Liaise with the local authority (where appropriate to the project) to ensure compliance with local construction regulations and by-laws.
• Communicate with contractors and/or their representatives and attend regular meetings to keep them informed of progress
• Ensure that health and safety measures and sustainability policies and legislation are adhered to.
• Obtain the necessary parties' signatures on the handover certificates.
• Provide photos to document each work stage, before the project start, during the implementation, and after completion.
• Archive hard copy and digital copies of the paperwork and documentation related to the completed projects.
• Preform Any other duties relevant to WASH and Infrastructure activities.

Qualifications
• Bachelor degree in engineering (civil, architect, Electric, and Mechanical).
• Minimum of 5 years of engineering work experience in private or government sector, including at least 2 years in local or international NGOs.
• Experience in the logistics field is a plus.
• Good command of the English language.
• Sound knowledge of construction design.
• Superb project management skills (PMP is a plus).
• Ability to apply logical and critical thinking skills to projects.
• Written and oral communication skills with the ability to liaise effectively with a range of other professionals, such as construction managers, quantity surveyors, subcontractors, architects, designers, and other engineers.
• Commercial awareness - an understanding of how actions can affect the profitability of a project.
• Good IT skills and knowledge of engineering designing and drawing software (AutoCAD 2D-3D, MS Project or similar, Revit, ETABS).
• Minimum of 5 years of engineering work experience in private or government sector, including at least 2 years in local or international NGOs.
