Responsibilities
Main Responsibilities:
- Protection Technical Advisory- 60%
Strategy and Representation:
•Provide strategic technical guidance on protection programming across AFH projects and ensure alignment with international protection standards and humanitarian principles.
•Represent AFH in Protection Cluster meetings, technical working groups, and other coordination forums, contributing technical expertise and ensuring AFH programmes are aligned with sector priorities and standards.
•Ensure protection principles including Do No Harm, Age, Gender and Diversity (AGD), Accountability to Affected Populations (AAP), and Protection Mainstreaming are systematically integrated across programmes.
•Provide technical support to programme teams in the design and implementation of protection interventions including case management, psychosocial support, community-based protection, and protection monitoring.
•Develop and maintain protection technical frameworks, guidance notes, and minimum standards to guide project teams.
•Ensure AFH protection approaches remain aligned with national and cluster coordination frameworks, technical guidelines, and evolving sector standards.
•Monitor protection trends, emerging risks, and sector developments to inform programme design, technical strategies, and proposal development.
•Develop and review protection logical frameworks, indicators, and technical methodologies to ensure results-based and measurable protection outcomes.
SOPs, Policies, and Technical Guidance:
•Lead the development, standardization, and continuous improvement of Protection SOPs, technical guidelines, and operational tools to ensure consistent and high-quality implementation across AFH programmes.
•Ensure AFH protection approaches and procedures are fully aligned with international protection standards, Protection Cluster guidance, and donor requirements.
•Lead the development and updating of internal protection policies and frameworks, including safeguarding, protection mainstreaming, and referral mechanisms.
•Establish and maintain standardized protection methodologies and technical approaches to ensure consistency, quality, and accountability across projects and operational areas.
Programme Quality Assurance:
•Establish and strengthen technical quality assurance mechanisms to ensure protection programmes are implemented in line with AFH standards, donor requirements, and international protection frameworks.
•Conduct regular technical reviews of project implementation, work plans, and key deliverables to ensure compliance with agreed technical standards and programme objectives.
•Provide technical guidance and problem-solving support to project teams to address implementation challenges and improve programme quality.
•Review and validate protection-related technical content in donor reports, ensuring accuracy, quality, and alignment with programme objectives.
•Promote the systematic integration of lessons learned, best practices, and evidence into programme design and implementation to strengthen impact and accountability.
Technical Capacity Building and Knowledge Management
•Strengthen the technical capacity of programme teams by providing guidance, mentoring, and on-demand technical support on protection programming and standards.
•Develop and deliver technical training sessions, tools, and guidance materials to enhance staff understanding of protection principles, approaches, and methodologies.
•Promote protection mainstreaming across sectors by supporting programme teams to integrate protection principles into project design and implementation
•Support the documentation of best practices, lessons learned, and innovative approaches to inform programme improvements and organizational learning.
•Contribute to the development and maintenance of AFH’s protection knowledge base, including technical tools, guidance notes, and programme resources.
- Proposal Design and Programme Development- 40%
•Lead or coordinate concept notes and proposals, ensuring clear needs analysis, programme logic, results frameworks, implementation approaches, work plans, and donor compliance.
•Serve as the technical lead for protection programme development, shaping programme approaches, intervention models, and evidence-based protection responses.
•Provide technical leadership to the development of multi-sector proposals, ensuring protection risks, mitigation measures, and protection mainstreaming are effectively integrated across sectors.
•Maintain and regularly update AFH Syria's organizational profile, programme profiles, capability statements, sector summaries, geographical coverage, beneficiary reach, partnerships, donor experience, and key achievements.
•Collect and verify programme evidence, past performance, lessons learned, and standard organizational information for proposals, profiles, and donor engagement.
•Monitor relevant funding opportunities and donor priorities and support management in assessing strategic fit and proposal-development requirements.
•Conduct technical review and provide quality assurance of project proposals to ensure compliance with international protection standards and best practices.
- Other Responsibilities
•Promote AFH commitments to Core Humanitarian Standards (CHS) and accountability to affected populations.
•Ensure compliance with AFH safeguarding policies and zero-tolerance policies related to Sexual Exploitation, Abuse, and Harassment (SEAH).
•Perform other relevant tasks assigned by the Director of Programmes.
Qualifications
Qualifications and Education Requirements:
•University degree in Social Sciences, Human Rights, International Development, Law, Psychology, or a related field.
•An advanced degree in Protection, Humanitarian Affairs, International Development, or a related discipline is an asset.

•Demonstrated experience in protection programme design and proposal writing with international donors.
•Strong experience in developing technical SOPs, policies, and operational guidance.

•Strong knowledge of international protection frameworks and standards.
•Experience working in complex humanitarian contexts.
•Familiarity with humanitarian coordination mechanisms such as clusters and working groups.
